Job Description
Tsehay Real Estate Homeowners Association is a legally established body representing the collective interests of residents and property owners within the Tsehay Real Estate compound. The Association is responsible for managing and maintaining shared facilities and services, including security, sanitation, infrastructure, and community amenities, while ensuring a safe, organized, and well-functioning living environment. It also oversees financial management, enforces community rules and standards, and promotes active engagement among residents to foster a cohesive and vibrant community. Through its commitment to operational excellence, transparency, and sustainability, the Association strives to enhance the quality of life and protect the long-term value of the property for all stakeholders.
The Association is seeking qualified and experienced candidates for the following positions:
Reports to: Board of the Homeowners Association
Duty Station: Tsehay Residential Compound, Addis Ababa
Job Summary: The General Manager (GM) is the chief executive officer of the Tsehay Homeowners Association and is responsible for the overall leadership, management, and strategic execution of the Association’s policies, bylaws, and Board decisions. The GM ensures efficient service delivery, timely and courteous response to homeowners’ requests, financial sustainability, asset protection, regulatory compliance, and a safe, clean, and well-maintained residential environment. The role also ensures structured planning, performance monitoring, proper record keeping, statutory coordination, and regular reporting to support effective governance and community satisfaction.
Key Duties and Responsibilities
2. Leadership, Planning & Administration
- Implement and enforce Board decisions, HOA policies, bylaws, strategic plans, and approved annual work plans.
- Apply HOA policies and bylaws in alignment with relevant government laws, regulations, and policies.
- Prepare quarterly operational plans based on the approved strategic and annual plans and ensure their execution.
- Oversee the day-to-day operations of the HOA and ensure coordination across all departments.
- Represent the HOA in meetings, forums, and engagements as assigned by the Board.
- Establish clear reporting lines, service standards, and accountability mechanisms across the organization.
3.Human Resource Management & Performance Oversight
- Facilitate and coordinate the recruitment process and hire new staff only upon Board approval.
- Lead, monitor, and take appropriate measures regarding staff performance, discipline, and development in line with HOA policies and labor laws.
- Supervise and evaluate the performance of:
- Administrative and Finance teams
- General Service & Maintenance Supervisor
- Security Head and other service coordinators
- Conduct regular performance reviews and recommend corrective actions, rewards, or disciplinary measures to the Board as required.
4. Monitoring, Reporting & Record Management
- Prepare, document, and submit monthly, quarterly, and annual operational and performance reports to the Board.
- Present progress reports against quarterly and annual plans, highlighting achievements, challenges, risks, and corrective actions.
- Maintain and safeguard all official HOA records and documents, including policies, contracts, reports, correspondence, and statutory records.
- Ensure accurate documentation, filing, and retrieval systems are in place and functioning properly.
5. Financial Management
- Lead preparation and implementation of annual budgets and financial plans.
- Oversee collection of HOA fees, service charges, penalties, and other revenues.
- Ensure sound expenditure control, cost efficiency, and financial sustainability.
- Review financial statements and consolidated reports and present them to the Board.
- Ensure transparency, internal controls, and accountability in all financial operations.
6. Operations, Facilities & Asset Management
- Provide strategic oversight of maintenance, cleanliness, security, safety, and compound beautification.
- Ensure buildings, infrastructure, generators, lighting, water systems, playgrounds, and common facilities are properly maintained.
- Approve and monitor preventive and corrective maintenance plans.
- Oversee procurement processes, supplier management, and service provider performance.
- Sign contracts and agreements only if and when formally delegated by the Board, and strictly within the delegated authority.
7.Homeowners’ Services & Community Relations
- Ensure service response standards are established and enforced for homeowners’ requests and complaints.
- Oversee systems for receiving, logging, tracking, and resolving homeowners’ requests politely and within the shortest possible response time.
- Handle escalated or sensitive homeowner issues and ensure fair, timely, and professional resolution.
- Act as the primary liaison between the Board, homeowners, tenants, and service providers.
8. General Assembly & Governance Support
- Coordinate the planning and execution of General Assembly meetings in collaboration with the Board.
- Prepare and compile General Assembly reports, presentations, and documentation with Board assistance.
- Ensure resolutions and decisions of the General Assembly are documented and followed up for implementation.
9. Government & External Relations
- Communicate with government offices and regulatory bodies on behalf of the HOA, as required and as mandated by the Board.
- Ensure HOA operations, policies, and decisions comply with applicable government regulations and statutory requirements.
- Represent the HOA in official government and other meetings when assigned.
10. Security, Safety & Compliance
- Ensure overall compound security, safety, and emergency preparedness.
- Coordinate maintenance and security functions to mitigate risks.
- Ensure compliance with occupational safety, fire safety, and emergency response requirements.
- Report major incidents, risks, and corrective actions to the Board promptly.
Required Qualifications
- Bachelor’s Degree or higher in Management, Business Administration, Engineering, or a related field.
- Minimum 7 years of relevant managerial experience, preferably in property management, real estate, or HOA settings.
- Proven experience managing multidisciplinary teams and governance-driven organizations.
