Job Summary
Under the technical leadership of the Gender, Youth and Social Dynamics Specialist, the Gender and Youth Coordinator will provide technical assistance and capacity building on gender and youth development to the RFSA/PReSERVE implementing field offices and stakeholders. The position holder will support and coordinate gender analysis and lead studies to explore youth engagement. Proactively and/or upon direction provided by the technical specialist, s/he will identify gaps, consolidate best practices in the field and share lessons to all concerned. The coordinator will ensure that standard quality training, guidelines and tools are adopted consistently in all RFSA/PReSERVE technical sectors to ensure gender, women empowerment and youth priorities are integrated uniformly. In consultation with the the Gender, Youth and Social Dynamics Specialist, the Coordinator will support and contribute to formative research in implementation areas to identify key issues, social norms and barriers and to make recommendations on how to address gender and youth related concerns and challenges.
Principal Responsibilities
Key Result # 1 – Strategy design, planning, monitoring and implementation
- lead/ assist development of Gender and Youth Integration Work Plan of the RFSA/PReSERVE sectors (GYIWP)
- Supports the development and implementation of evidence based, realistic and effective gender, women empowerment and youth engagement strategies, as directed by the technical leadership team and the Gender, Youth and Social Dynamics Specialist- including food security, nutrition, livelihoods, NRM , WASH and community mobilization and social accountability
- Participates in regional level RFSA/PReSERVE detailed implementation planning (DIP), and annual reviews, to ensure Gender and Youth responsive project planning processes are implemented throughout the life of the project
- Participate in designing and conducting gender specific and sectoral surveys, assessments, formative researches to ensure consideration of gender and youth issues, collection of sex and age disaggregated data, gender responsive data analysis and reporting
- Actively keep abreast of results of assessment, regular monitoring and suggest ways to improve the nature and depth of activities in their implementation area;
- Ensure proper records are available to respond to the RFSA/PReSERVE result framework indicators in areas of women empowerment and gender equality indicators-access to resource, control, leadership status within community and PSNP5 institutions
- Support woreda gender, youth and social dynamics officers and follow their implementation as per the DIP.
- Produces and shares gender and youth related reports for USAID for all regular and incidental reports.
Key Result #2: Staff training, Networking and learning
- In-collaboration with the the Gender, Youth and Social Dynamics lead and/or independently, provides staff induction and ongoing training/capacity building training to RFSA/PReSERVE and government stakeholder staff
- Leads the development and facilitation of trainings on staff development initiatives for gender and youth
- Conduct training need assessment before the training and develop training manuals
- Supports formative research in the assigned operational Zones/Woredas;
- Conduct project gender analysis by using quarter , half year and annual report.
- Disseminates learning and ensures all staffs at the Project field office level are updated on gender and youth priorities
- Establishes all necessary relationships with RFSA gender equality and youth empowerment partners within FHE and government stakeholders to ensure that gender and youth issues and priorities are tabled, addressed and lessons are shared;
- At the direction of the Collaboration, Learning and Adaptation (CLA) Advisor, support field level staffs to measure impact of implementation, document lessons learned and best practices;
Key Result # 3 Safety, Security and policy implementation
- Assist and encourages project Gender and youth team for compliance of Safety and Security principles and policies of the organization by all staffs;
- Facilitate and ensure that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.
- Assist and make sure that all filed staff members are aware of the safety and security procedures;
- Follow up and gather information on implementation of Safety and Security principles by filed staff, identify factors that increase risk, ways to reduce risk and provide updates
- Ensuring the FHE safeguarding policy implementation across all project woredas
Key Result #4: Others
- Participates in all major activities of the RFSA/PReSERVE project in the assigned project area;
- Responds to requests for additional capacity building support within FHE
- Perform other duties as assigned.
Safeguarding Policy

Gender Responsibility
- Publicly endorse FH is gender sensitive and inform the mandates of the Gender & Diversity groups, gender advisors, and gender focal Points.
- Approve funding for a full slate of gender activities and implementation
- Enforce the sexual harassment policy and on field visits, raise gender issues with staff, and spend time with Gender Focal Points.
- Using review meetings, field visits, and other methods, clarify that Senior Management is strongly committed to the principle of equal opportunity for women and men, and a true gender balance in staffing.
- Review and approve the HR or Gender Advisor’s feedback or recommendation on addressing male, as well as female grievances.
- Facilitate female staff participation in local and regional networks, as well as seminars and cross visits.
Safety & Security Responsibility
- Ensures that safety and security costs are included in all program budgets. These include, but not limited to: staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.
- Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;
- Facilitating implementation and revision of Country Office procedures when required. This includes identifying potentially risky situations and suggesting corrective measures;
- Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
- Takes the leadership in the management of Safety and Security in the Head Office and Projects. This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;

Experience
- 4 years of work experience on gender or social and behavioral change, conversant with adult learning and training of trainer’s methodologies, practical experience in women and youth programming
- Experience in gender analysis, training and mainstreaming.
- Gender related work in an NGO setting.
- Previous experience with livelihoods programs and or food assistance interventions.
Education/Certifications : B.A. degree in Social Science, Gender Studies or equivalent combination of education and work experience.
Distinguishing Competencies : Coaching, initiating action, communicating with impact, innovation, planning and organizing, building partnership, facilitating change, adaptability.
Language : Proficiency in both spoken and written English;
