Job Description


The Comitato Internazionale per lo Sviluppo dei Popoli (CISP) (International Committee for the Development of People) is a NGO established in 1983 in Rome, Italy and currently operating in 30 countries in various parts of the world. CISP has been operating in Ethiopia since 1986 through relief, rehabilitation and development projects. In collaboration with various local partners CISP is actively implementing projects in Ethiopia in the area of humanitarian assistance, agriculture, food security, livelihood, DRR, WASH, education, Youth and Women Development and other social development projects.

CISP in partnership with CIFA, CEFA, CESVI and ECDD is implementing a project entitled “Migration and Access to Protection and basic Services in Chiro, Harar and Dire Dawa Cities. The aim of the project is to carry out joint actions to combat the root causes of irregular Migration through promoting employment opportunities, improving basic services and protection with an important gender consideration. One of the activities under this project is contribute to improve access to health services for victims of Gender Based Violence (GBV) by strengthening services of GBV centers found in Chiro Hospital of West Hararge, Dil Chora Hospital of Dire Dawa and Jugel Hospital of Harar city. For implementation of GBV response activities and other related health activities CISP is interested to hire a health professional who will closely work the Hospitals to improve services for victims of GBV and work in reduction of prevalence of GBV

Position Summary: The GBV Officer will closely work with Jugel, Dil Chora and Chiro Hospitals to enhance health services for victims of GBV. I n the GBV one stop center the health, police and justice departments are working in partnership to provide the health and legal services at one center. Hence, the GBV Officer is also expected to work with police and justice offices of the respective areas. The officer is also responsible to enhance awareness about impacts of GBV on wellbeing of the society; shall actively participate on community sensitization forums and other awareness creation platforms.

CISP is seeking a qualified and experienced professional in programming and case management of gender based violence responses. The GBV officer will implement Gender Based Violence project activities as well as design strategies and mobilize the community to respond gender issues affecting especially women and girls of the area. The GBV officer will promote, organize, manage and coordinate Gender Based Violence interventions of the project in Dil Chora, Jugel and Chiro Hospitals. This primarily includes coordination and facilitation of small supply supports planned for improvement of the GBV center services of the three hospitals, capacity building of GBV victims treatment staffs, shall work for improvement of Gender Based Violence Referral System, shall actively involve in reinforcement of GBV prevention initiatives etc.

RESPONSIBILITIES:

The Gender Based Intervention Officer is primarily responsible to execute the following duties:

  • Conduct and coordinate need assessment of Chiro, Dil Chora and Jugel hospitals,
  • Harmoniously work with the Hospitals in treatment and protection of prevalence of GBV,
  • Closely work with GBV focal persons of Justice and Police Offices,
    Shall facilitate and ensure the provision of appropriate health services for victims of GBV.
  • Shall technically support the Hospitals to enhance services for GBV survivals,
  • Encourage communities and other civil society groups to partner in the prevention of GBV,
  • Shall search for new ideas and innovative approaches for the prevention/reduction of GBV,
  • Conduct collection of sex and age disaggregated data (quantitative and qualitative) of GBV victims, and give maximum care for data handling as per the CISP data protection policy,
  • Oversee proper utilization of supports will be made for the GBV one-stop centers
  • Shall actively participate in community sensitization and other awareness-raising platforms of the project.
  • Provide technical guidance on GBV to the Hospitals and other project staff.
  • Establish a mapping of external actors providing services to victims of gender-based violence in Harar, Dire Dawa and Chiro town of West Hararge,
  • Strengthen referral system for victims of SGBV
  • Compile and prepare quality monthly and periodic activity progress reports,
  • Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for gender equality programming.
  • Identify and investigate major factors for prevalence of GBV and share the report to relevant personnel of the project,
  • Shall actively participate on regular meetings of the protection cluster, project review meeting and other Gender Task Force meetings.
  • Shall guide the project staff and other experts working in treatment and protection of SGBV and the application of the CISP PSEA Policy.
  • Conducts and attends gender-related trainings, workshops and meetings as when required represents CISP upon workshops and other GBV related events.
  • Perform other tasks as assigned by her/his supervisors.

Duty station: Dire Dawa City with some times field visit to Harar and Chiro he

Contract Duration: one year

Line of responsibility: The GBV officer is directly responsible to the project coordinator with overall supervision of the CISP Country Program Manager

Job Requirements

Minimum Qualifications: BSc degree in Public Health or Nursing

EXPERIENCE

  • At least five years of work experience with 3 years’ related to the GBV.
  • Excellent command of written and spoken English, knowledge of Amharic and Afan Oromo is an asset.

Desirable: Experience of managing donor (s) funded projects; NGO experience and Knowledge of local language (Somali), culture and context.
