FHI-360 is leading a consortium of International and Private Partners in implementing USAID Feed the Future Ethiopia Community Nutrition Activity that aims to improve the nutritional status of women and children through increased and sustained improvements in eleven high-impact behaviors that have proven highly effective in reducing malnutrition. These objectives will be realized through enhanced individual and community agency and demand for services, improved access to quality nutrition services at the community level, and improved capacity and coordination among nutrition stakeholders across sectors,

FHI 360 is pleased to announce the release of its Request for Proposal Community Nutrition RFP# 24-03. With this RFP, FHI 360 is soliciting applications from national firms to conduct a Legal gap assessment on food system and nutrition governance and coordination to help develop the food system and nutrition governance legal framework.

The proposed task involves conducting legislative gap assessment and come up with feasible governance structure/legal framework recommendation for the development of Food system and Nutrition governance legal frames which support the coordinated implementation of Ethiopia Food system road map, Food and nutrition strategy and Seqota declaration expansion and scale up phases. The firm will engage with wide range of stakeholders and organize the assignment report validation workshops, write technical report and document outcome, and dissemination to concerned bodies.

The firm will be responsible for the following tasks:

  • Utilize existing resources to conduct a thorough legal literature review and policy landscape analysis related to food system and nutrition using national and global evidence and national commitments and global agreements and declarations that Ethiopia has endorsed on food and nutrition.
  • Prepare guiding document based on literature review on country-level policy landscape on food system and nutrition and review relevant legal documents for food system and nutrition, national nutrition strategies, policies, and global nutrition goals relevant to the development of the governance legal framework or governing body.
  • Produce policy brief and disseminate to all relevant stakeholders.
  • Conduct key stakeholders’ analysis and ensure their engagement during the assessment process.
  • Develop a detailed work plan and cost for the governance legal framework or governing body development process and key stakeholder consultation workshops.
  • Organize workshops and meetings to actively engage the stakeholders to reflect their voices.
  • Provide explanatory note for the legislation development process that meets the legal standard.

Deliverables:

  • Legal policy landscape analysis report related to food system and nutrition.
    Stakeholders’ analysis report
  • Facilitate consultative workshops and prepare and submit workshop proceedings.
  • Policy briefs from the legislative assessment report

Job Requirements

FHI 360 will accept and review proposals from firms that meet the following criteria:

  • Legal Expertise with team of legal experts and public health/nutrition professionals with specialized knowledge and experience in relevant areas such as food systems, nutrition, public health, and legislation development, LL.M in the field of law.
  • Proven Experience in providing consultancy services specifically related to policy and legislative drafting in the field of food systems and nutrition. Experience in coordinating and facilitating similar processes is highly desirable.
  • Knowledge of Food System and Nutrition Policies, strategies, regulations, and frameworks at national and international levels. Familiarity with relevant legal instruments and guidelines is essential.
  • Stakeholder Engagement and collaborating with various stakeholders, including government agencies, non-governmental organizations, international organizations, and other relevant entities involved in food system and nutrition policy development.
  • Research and Analysis in conducting comprehensive legal research, identify gaps in existing legislation, and provide evidence-based recommendations for policy and legislative improvements.
  • A minimum of two reference letters which demonstrate the firm’s past performance in delivery of the above activities.
  • Bidders should have active registration, TIN number and tax clearance for the current fiscal year.
