Job Description


The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

RESPONSIBILITIES

General responsibilities:

  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  • Implement delegated support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Promote and share ideas for improvement of the Finance function
  • Ensure that all finance transactions are in compliance with NRC Finance Handbook, other NRC policies and door requirements
  • Prepare documents as required by line manager

Specific responsibilities

  • Ensure, in coordination with the relevant project staff, that project / program expenditures are incurred consistent with grant agreements and grant budgets
  • Assist in accounting procedures reviews to ensure compliance with all the applicable accounting laws and statutory regulations, and NRC policy requirements
  • Assign duties, supervise, train and line manage the Finance Assistants.
  • Supervise bank and cash boxes reconciliations on daily and monthly basis in Metekel field office.
  • Establish a good tracking system for advances and ensure that clearance of advances is done on time.
  • Ensure accurate maintenance of all financial and accounting files and transactions
  • Ensure that weekly, monthly finance reports are prepared on time.
  • Daily verification of POs, PRs Bid Analysis, per diem claim and other documents within the Technical Finance Officer threshold.
  • Ensure accurate reporting from all NRC’s Implementing Partners
  • Conduct and following up financial reports with Implementing Partners (IP) and report any violation for the terms of signed agreement between IP & NRC.
  • Ensure proper and adequate filing system for financial documents
  • Verify that all transactions have complete supporting documents and ensure that all costs are timely booked into Agresso on a daily, weekly and monthly basis
  • Support to ensure monthly closure is completed according to the timeline provided in the finance handbook.
  • Follow up to ensure prompt processing of daily vendor payments and Ensure that all supporting documents are complete and accurate before payment is done.
  • Collaborate with the financial institutions to ensure that queries related to payments are timely resolved (return payments, under/over payments of staff, suppliers and contractors incorrect account details etc)
  • Responsible for the archive of financial documents in Metekel field office and make sure that all the documents are scanned and prepared according to NRC filling guidance.
  • Facilitate daily cash counts and safeguard of cash in the office.
  • Prepare all necessary information for internal or external audits
  • Support field offices   on finance matters when needed.
  • Perform other related tasks that will be assigned by line manager.

QUALIFICATIONS

  • Bachelor degree in Accounting and Finance
  • Minimum of Three years of experience working as a Finance officer in a humanitarian/recovery/emergency context
  • Previous experience from working in complex and volatile contexts
  • Computer skills (Common Microsoft Windows and Office applications);
  • Excellent interpersonal and communication skills;
  • Ability to organize and prioritize work;
  • Ability to work under pressure and meet deadlines;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own leadership skills/profile;
  • Fluency in both spoken and written English.
  • Able to use policies and procedures to solve problems, and be proactive in bringing ideas and solutions
  • Able to maintain good relations with colleagues and suppliers, even in difficult circumstances, always maintaining professionalism when representing NRC
  • Keen to work in a busy environment, and take pride in working hard and achieving results
