Job Description


The Entrepreneurship Development Institute (EDI) Ethiopia is an autonomous institution reporting to the Ministry of Labor and Skills. EDI came into being following the latest government reorganization bringing together two entities, namely: The UNDP-supported Entrepreneurship Development Center (EDC), established in February 2013, and the World Bank-financed Women Entrepreneurship Development Project (WEDP), inaugurated in December 2012. EDI aims to promote the emergence of a vibrant, competitive, and innovative private sector, in particular a strong SME segment. This is accomplished through a comprehensive package of entrepreneurship support programs ranging from ecosystem and capacity building to BDS, access to finance, market linkage, and business incubation and acceleration services. Following its new mandate as a national institution, EDI plays a key role in the Ethiopian entrepreneurial ecosystem, and has undertaken a strategic shift from direct services provider to building the capacities of other public and private institutions in the ecosystem.

About SEED Program

The Sustainable Employment through Entrepreneurship and Enterprise Development (SEED) Program is a 5 years program designed in partnership with the MasterCard Foundation and a consortium of organizations led by the Entrepreneurship Development Institute (EDI). The Program aspires in creating Dignified and Fulfilling Jobs for 1 million youth and women in Ethiopia. SEED will be anchored at the Technical, Vocational and Training (TVT) institutions aiming to support the advancement of education and youth employment by capacitating 100 TVTs through introducing transformative operational business models, supporting the establishment and operationalization of business incubation centers and the development of demand-driven and quality training programs, and supporting linkages essential for cooperation and collaboration for TVTs to become self-reliant and entrepreneurial.
The program has four major interventions; i) Transforming 100 TVTs towards enabling one million dignified and fulfilling work; ii) Enhancing the employability of young people through skilling and enterprise development; iii) Facilitating innovative access to finance and market linkages; and iv) Improving enabling environment for entrepreneurship and enterprise development.

POSITION SUMMARY

The Finance Officer will be responsible for managing project expenditure and accounts for the various projects implemented by EDI, meeting Master card foundation requirements using EDI’s policies and procedures. He/she will work closely with the EDI regional team & Finance and Admin and procurement functions at EDI-Ethiopia head quarter office to ensure implementation of finance Procurement and administration policies are followed.

REPORTING & SUPERVISION:

The Finance Officer will report to EDI’s Finance and Admin Manager and EDI-Ethiopia Regional coordinators.

ESSENTIAL FUNCTIONS

  • Perform routine calculations to produce analysis and reports as requested and monitor spending.
  • Assist them in creating financial reports on a regular basis.
  • Adhere to the company’s or organization’s financial policies and procedures.
  • Answer question and provide assistance to stakeholders, customers, and clients as needed.
  • Analyze and monitor terms and conditions of major vendors and consultants.
  • Process checks requests and wire transfers for payments to vendors in compliance with contract requirements.
  • Review and process vendor and consultant fee payments in accordance with – EDI’s account procedures and contract policies.
  • Verify accuracy and completeness of all expense documents and process payments for all approved expenses.
  • Develop a system to monitor incremental funding and to ensure that additional funding is requested in a timely manner.
  • Provide updated monthly cost reports and financial requests.
  • Ensure timely financial process, adequate financial records, and complete disclosure of financial transaction to meet reporting requirement for donors.
  • Check requests for replenishment of petty cash fund, fuel fund and other floats and facilitate timely replenishment.
  • Verify and reconcile bank statements with book balances on regular basis to ensure proper cash monitoring.
  • Is responsible to perform procurement and financial functions at EDI-Ethiopia Regional office level.
  • Perform other tasks as assigned.

Job Requirements

QUALIFICATIONS

  • Bachelor’s degree in finance, accounting or management.
  • At least 3 years’ experience in financial management, specifically in developing and managing budgets in international development projects.
  • Excel expertise and other applicable computer skills.
  • Proven experience of using QuickBooks, Advanced Excel, Ms Word.
  • Strong knowledge of D/f Donor’s rules and regulations.
  • Initiative and finesse with multiple tasks; attentiveness to detail.
  • Strong spoken and written English skills.
  • Awareness and knowledge of procurement related functions.
