Job Description


Background

The Association of Pastoralist Community for Change (APCfC) is a local NGO registered with the Oromia Attorney General Bureau (OAGB) under the Oromia Regional State proclamation for Civil Society Organizations, holding certificate No. WB/03/0099. APCfC is planning to kick start   implementation of  a one-year project titled “Enhancing Local Capacities and Practices for Social Cohesion and Harmony” in six adjacent kebeles: Laga Sure, Malab, and Mado Migo in Moyale Woreda, Borena Zone, Oromia Region, and Laga Sure, Malab, and Mado Migo in Moyale Woreda, Dawa Zone, Somali Region, in collaboration with Pastoralist Initiative Development Aid (PIDA).

Funded by the Embassy of Ireland in Ethiopia, the project aims to promote social cohesion and a culture of peaceful coexistence among the Borena, Garba, and Gari communities in the borderlands of Moyale District in the Oromia and Somali regions.

APCfC invites qualified professionals to apply for the available positions to achieve its project objectives.

 

Job Position Summary

The Finance Officer, based in Moyale Satellite Office, will be responsible for managing day-to-day financial operations, ensuring accurate record-keeping, and maintaining compliance with APCfC’s financial policies and donor requirements. This role will require close coordination with the Mega Finance Coordinator based in Mega Coordination Office and will involve overseeing payments, budget monitoring, and preparing financial reports specific to the Moyale office. The position requires strong organizational skills, attention to detail, and the ability to work independently in a remote setting.

 

Key Responsibilities

  • Maintain financial records and manage cash flow, including conducting monthly reconciliations.
  • Process payments and ensure documentation align with APCfC standards and donor guidelines for all transactions.
  • Track budget utilization and prepare monthly financial reports, including variance analyses.
  • Participate in budget planning sessions to support project teams with accurate financial data.
  • Coordinate with the Mega office to consolidate financial data and submit donor reports as needed.
  • Ensure financial activities follow APCfC’s policies, donor requirements, and local regulations.
  • Prepare monthly bank reconciliations and ensure any discrepancies are investigated and resolved.
  • Support audit processes by providing documentation and resolving queries.
  • Process payments for suppliers, and other project-related expenses in accordance with APCfC’s financial policies.
  • Coordinate with the HR team to facilitate timely payroll processing for Moyale-based staff and maintain accurate employee financial records.
  • Prepare and submit donor-specific financial reports as required, in coordination with the Mega Finance Coordinator.
  • Prepare and submit statutory reports (e.g., tax, pension) as required by local regulations for the Moyale office.
  • Manage office assets and inventory records in coordination with the administration team.
  • Perform any other duties assigned by the Finance Coordinator in Mega or Head Office as required.

 

Basic Salary: Birr 34, 472.05(Thirty-four thousand four hundred seventy-two and five cents) plus 30% Hardship allowance.

 

Reports To: Mega Finance Coordinator, APCfC Mega Coordination Office

 

Contract Type: One-year , Full-time.

About You

Qualifications

Education

  • Bachelor’s degree in accounting, Finance, Business Administration, or a related field.

Experience

  • At least 5 years of experience in a finance or accounting role, preferably with an NGO
  • Experience working on donor-funded projects and familiarity with donor regulations is
  • Advantage
  • Experience working in a Field Satellite or remote office setting is preferred.

Skills and Competencies

  • Solid understanding of accounting principles, budget management, and financial reporting.
  • Strong attention to detail to ensure accuracy in financial documentation and transactions.
  • Skilled in analyzing financial data and preparing variance reports for decision-making.
  • Proficiency in Microsoft Excel and accounting software (e.g., ERP, or QuickBooks, SAP) is preferred.
  • Capable of managing multiple tasks and deadlines in a structured and organized manner.
  • Fluency in English and Afan Oromo is required
