Job Description


Helvetas in collaboration with the relevant bureaus of regional governments has been implementing a Transformative Rural Access for Improved Livelihood (TRAIL) program in several regions and collaborates with federal government in the implementation of RCFS program. The Finance Manager of TRAIL program is responsible for the financial planning and budgeting, ensuring internal and donor-compliances, implementing financial controls, budgets control and cashflows, financial reporting to internal and external users, and providing strategic financial support.

Main tasks:

  • Ensure that the financial planning, budgeting control and management of funds comply donor and internal requirements;
  • Execute timely budget revision and monitoring of spending;
  • Ensure accurate financial reports are prepared, reviewed and submitted to donors and management timely;
  • Oversee the proper utilization and reporting of government partners for the fund received from the program;
  • Oversee the management of strategic stock of bridge materials, identify risk and implement timely mitigation measures;
  • Identify key financial management risks of the program and institutes mitigation measures;
  • Ensure compliance to the policies and procedures across the program including procurement procedures for services and goods;
  • Ensure the correct application of financial control procedures as required by the donor agency;
  • Ensure adequate and timely communication on financial matters;
  • Prepare timely budget utilization reports and variance analysis of the program;
  • Coordinate audit, expenditure verification and monitoring visits of donors and responsible for the implementation of recommendations;
  • Act as the primary finance liaison for the project donor, ensuring clarity on fund utilization, compliance, and timely reporting;
  • Represent the program in donor review meetings and strategic discussions to present financial performance and compliance status;
  • Develop and maintain clear, timely, and professional communication channels with donors, partners, and internal teams on financial matters;

  • Reviewing and monitoring the financial management of partners and sub-recipients;
  • Lead, manage, and develop the finance team of the program.
About You

Qualification, Experience, and Skills:

  • a minimum of MSc degree in accounting and related disciplines;
  • 10 years of highly relevant experience;
  • Working with international NGO and donor agencies at a managerial supervisory role;
  • Computer literate;
  • Experience and skill in working with accounting software programs;
  • Knowledge of English (written and spoken);
  • Ability to communicate effectively across multi-disciplinary program team;
  • Handle stress and to work under pressure;
  • Excellent ability of intercultural mediation;
  • Confidentiality and flexibility.
