Job Description


Responsibilities to undertake:

  • Conduct workflow analysis, needs assessment/requirement gathering, develop implementation road maps and define optimization strategies of EMR
  • Will become technical interface for HITD with EMR developers and implementing partners
  • Accountable for documenting and tracking EMR development & implementation technical flow, setting standards, implementing control mechanisms and following procedure to maintain an EMR system
  • Provide technical input in the development, customization, upgrading and integration, piloting, rollout, maintenance and use of electronic Medical Record system (EMR)
  • Plan, coordinate and conduct trainings and workshops as needed to support the implementation of electronic medical record systems.
  • Identify the current situation of eHealth infrastructure, connectivity and design mechanism to solve such barriers for EMR implementation.
  • Provide technical support and guidance to the FMOH’s HITD team in the development and implementation of EMR including the development of EMR/EMR standards, implementation guidelines etc
  • Provide remote and on-site technical support and assistance in the implementation, monitoring and evaluation of EMR related activities,
  • Organize the collection, analysis, documentation, exploitation and dissemination of best practices and lessons learned.
  • Perform other IT duties as member of health information technology directorate.
  • Employment Type and Duration: The contract with possibility of extension subject to performance.

Job Requirements

Education: MSC degree or above in health informatics, computer science, information systems and related fields

Experience:

  • At least 5 years working experience on the design, development and implementation of electronic health information systems.
  • Experience with electronic medical record systems is required.

Knowledge & Skills:

  • Strong working knowledge of electronic medical record systems;
  • Proven knowledge, abilities and skills in the areas of digital health information systems project management, in-depth knowledge of Ethiopian health systems.

Languages: Fluency in oral and written English;

Competencies:  Applicants must demonstrate the ability to work independently, manage multiple priorities, design & implement improvement plan of action, highly developed communication skills, experience in the implementation & optimization of an EMR, ability to effectively communicate & consult with health care providers, managers and policy makers

Accountability: Both the Civil service and MOH Human Resource Development rules and regulations will be applied to guide the day to day services of the adviser.
