Job summary

Reporting to the Head of Humanitarian Program, the main role of the Emergency Project Officer is to provide technical support to partners for ensuring that the projects are implemented in line with the set strategy, effectively, efficiently and in accordance with the Sphere standard, core humanitarian standard, humanitarian principles. S/he proactively engage in the need assessment, Project design, implementation, monitoring and evaluation and responsible to conduct supportive supervision. S/he will ensure the project performance and assess corresponding budget utilization in close consultation with implementing partner, provide staff capacity building to partner staff to  enhance effective humanitarian response related identified needs. In addition, the overall objective is to protect, promote, and enhance livelihoods of communities and their families recover from disasters and ensure that affected communities live in a more disaster resilient environment will be required from the position holder.

Key areas of responsibility:

  • In collaboration with the Humanitarian program team in CO, coordinate, plan, implement, monitor, and report the project activities in timely manner and in accordance with sphere standards and humanitarian guideline
  • Supports the development of new projects plans and budgets, supervision and monitoring of emergency response projects in line with quality standards set for the sectors.
  • Ensure that all coordination meetings and project networking with regional clusters and stakeholders are properly managed
  • Ensure that all Emergency projects are managed in accordance with the project agreement and to the best interest of the disaster affected community and in line with donor requirement.
  • Plan, monitor, and report day to day implementation of emergency response interventions at the areas of assignment
  • Ensure effectiveness of emergency response interventions in collaboration with concerned stakeholders and partners
  • Actively participate in soliciting fund for emergency WASH projects and familiar in the development of proposal and management of waste for wealth projects
  • Provide regular support for quality assurance and overall programmatic and financial management of NCA’s humanitarian interventions in the IDPs and host communities in close co-operation with partners in the region.
  • Takes part in the feasibility and baseline assessments in different emergency locations at the project area.
  • Provide direct technical support to NCA partners in implementation, monitoring and evaluation of project activities
  • Participate in the development of clear targeting criteria and ensure beneficiaries are clearly communicated to them and partners.
  • Ensure documentation of good practices and effective communication of lessons within and outside
  • NCA with the aim to enhance learning to improve future planning and programming and increase NCA’s profile in emergency programming
  • Draft, review and submit project progress and final/terminal reports to the supervisor on timely basis.
  • Make regular follow-up and monitoring of water and sanitation schemes with emphasis on technical soundness, accountability, effectiveness, quality, and sustainability.
  • Adopt and ensure implementation of basic guidelines and standards for emergency response multisectoral projects e.g., Livelihood, WASH, GBV, Food Security and nutrition.
  • Advise and adopt innovative practices in all the sectors of humanitarian interventions Cooperate with other program staffs of NCA (WASH, Climate Resilience (CR), GBV SRH and Peace
  • Building to ensure good coordination/synergy.
  • Assess the capabilities and constraints faced by NCA humanitarian project implementing partners and provide proactive guidance and support on prioritization, proposals design, technical backstopping etc.
  • Collect and communicate updated data related to emergency response relevant to NCA intervention areas.
  • Conduct other assignments instructed by your supervisor.
  • Regularly participate in humanitarian related forums and coordination meetings and other relevant national platforms/networks and ensure effective information sharing and flow within NCA
  • Liaise with Logistics Units at field level and with relevant government offices at regional level to ensure the availability of all project inputs for each of the project and follow up with procurement plans and progress at field level
  • Closely work with partners in organizing project launching, review and closeout workshops.
  • Maintaining communication, sharing of information and coordination with Ethiopia Country Office, and other relevant organizations

JOB REQUIREMENT

  • MSc/BSc in Development & Humanitarian Practices, Food Security, Livelihood, Development Economics, or sociology.
  • Minimum of 3/5 years of hands-on field experience in managing emergency/humanitarian projects.
  • Excellent interpersonal skills and demonstrated ability to work effectively in team situations.
  • Experience and skill in capacity building and provide mentorship to partnering organizations.
  • Experience in developing donor relationships, working with/guiding regional level technical working groups, working with government partners, with partner agencies.
  • Good skill in communicating, organizing group discussion, and presentation.
  • Good computer skill (MS word, MS excel, MS access and other data generating tools).
  • Training, negotiation, facilitation, and team playing skills are mandatory.
  • Excellent written and verbal communication skills in English and Amharic, able to communicate professionally with a wide range of contacts; able to show tact and discretion when dealing with sensitive and confidential information.
  • Commitment to NCA values.
  • Willing and able to be part of NCA partner offices in Woldiya and Sekota on secondment basis.
  • Knowing local language is a plus

Required Number: Two (one for Woldiya and one for Sekota)

Duty Station: Woldiya and Sekota, seconded in partner offices and with frequent field travel to project sites
