Job Description


The Save the Children Fund, commonly known as Save the Children, was established in the United Kingdom in 1919 to improve the lives of children through better education, health care, and economic opportunities, as well as providing emergency aid in natural disasters, war, and other conflicts. After passing a century, which it celebrated in 2019,[3] it is now a global movement made up of 29 national member organizations which work in 120 countries.

ROLE PURPOSE:

The Project Managers responsible for the overall activities’ planning, execution, and reporting. He/she is directly assigned to, work with and link to other livelihoods programme to deliver a broader package of support that help beneficiaries build stronger livelihoods, as building beneficiaries’ ability to increase their incomes is expected to enhance purchasing power. SC will regularly assess the adequacy of the transfer value. Provide multi-purpose cash transfer to address the immediate non-food needs of drought affected vulnerable HHs. Provide voucher-based animal treatment service delivery system along with supplementary livestock feed as a strategy to improve utilization of the feed and create veterinary service access to vulnerable drought affected households in project target area responsible for the supervision of all logistics, Staff, financial and overall functioning aspects of this project.

SCOPE OF ROLE:

Report to: FOM

Dimensions: Communication and relationship management with a wide range of stakeholders, including the Woreda Education Office, Consortium members, and stakeholders.

KEY AREAS OF ACCOUNTABILITY :

  • Under the direct supervision of the Field Manager and in link with the FSL Technical Advisor, he/she provide overall managerial oversight and designs the detailed work plan in line with the project guidelines and description, guaranteeing the smooth implementation of all the activities on-time, on-quality and on-budget;
  • Plan and integrate evidence from Cash project into concurrent programming and future planning and resilience building programme for development and replication;
  • Conduct feasibility and market assessment as well as risk assessment.
  • Awareness raising session on financial and digital literacy for MPCA beneficiaries.
  •  Establish complaints and feedback mechanism and communication.
  • Conduct MPCA Transfer
  • Conduct PDM
  • support targeted voucher-based animal treatment service delivery system along with supplementary livestock feed as a strategy to improve utilization of the feed and create veterinary service access to vulnerable drought affected households in project target area.
  •  To increase child sensitivity, the MPC should be link to key services for children such as health, nutrition protection and education.
  • To help ensure that the MPC meets children’s needs, SCI will strengthen existing/establish community-based case management systems/ structures to support better follow up, monitoring and referrals for children to specific services.
  • The MPC will also be accompanied by a strong SBCC component to influence behavior and decision making for children’s wellbeing at household level
  • Maintains a list of CAHWs that have received training from a recognized entity (e.g., government, NGOs, etc.).
  • Keeps a log of drug sales to individual CAHW clients.
  • Has a system in place for assisting to CAHWs for difficult cases.
  • To be open to providing technical support to the CAHWs purchasing veterinary products from their outlets.
  • Enter an agreement with approved vendors for supply of approved products to be used for the project.
  • To ensure the approved vendor will supply approved pharmaceuticals to registered/licensed PVPs, who will store and supply approved pharmaceuticals to project CAWHs. The PVPs will give each CAHW their initial veterinary drugs allocation. SC staff and woreda administration and livestock offices will witness and verify veterinary drug provided to CAHWs by PVPs at distribution sites
  • Incorporate analysis and lessons learned into new strategies, proposals and activities.
  • Support learning from relevant best practice internally and externally, especially Save the Children international’s child-sensitive livelihood guidelines (particularly on implementing livelihood and other programs to strengthen better outcomes for children);
  • Ensure programming interventions are implemented in cooperation with targeted communities, and include the participation of children in their design
  • In cooperation and synergy with the project staff, plans and monitors the activities’ progress, in compliance with the donorregulations and contract signed with the donor, withdonor’s and Save the Children ’s procedures, and with the specific ProjectStructure and Reporting Lines definition, making use of thefinancial instruments provided by the organization;
  • In collaboration with the Administrative and the Logistics team, plans and monitors the expendituresin line with the project’s implementation needs;
  • In cooperation with the Program Coordinator, finalizes the data provided by his/her team, supports the preparation, in compliance withthe deadlines, of the narrative reports expected by the donors and by thepartners;
  • Coordinates the overall project: supervises the overall effectiveness and efficiency of the staff; monitors the accuracy and efficiency of activities;
  • Represents SC withthe local / State authorities and partners at Coordination meeting
  • Manages the goodspurchased for theproject; for all goods purchased by the project, support updates of the inventory and guarantee the respect of the policies and guidelines, in cooperation  with the Logistics Office;
  • In collaboration withthe Program Coordinator and in synergy with the specific reporting lines of the projects, promotes and manages relations with the local government institutions, NGOs, and other localpartners available in the area;
  • Ensure compliance withthe fund andtimely fulfilment ofproject is reporting requirements.
  • Executes any othertask necessary togood and timely completion of theprojects, identified in mutual agreement.
  • In coordination withthe Administrative team,supports in hiringof new staffdirectly related to the project andconducts staff appraisals Upholds SC’s mission and Charter ofValues;
  • Follows andenforces all SCcodes of conduct and policies (globally and in-country);
  • Performs anyother duties as requested by the supervisor

REQUIREMENTS

QUALIFICATIONS : Master’s degree/BA degree in food security/nutrition and /or Humanitarian/ Development Studies or any related field.

EXPERIENCE AND SKILLS

  • At least 3 years of working experience in/with INGO. In the FSL area. Experience managing cash intervention projects
  • Proven interest & commitment to humanitarian anddevelopment principles anda demonstrable understanding ofconflict/post-conflict development contexts
  • Excellent in written andspoken English
  • Ability to plan,organize work, communicate and report effectively (both in writing and verbally)
  • Proven ability to prioritize tasksand meet deadlines
  • Team player, effective communicator, successful negotiator, creative andanalytical thinker, active learner, able to workin a multicultural environment
