Job Description


The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, Gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Project Background

The Danish Refugee Council (DRC) is implementing the Ethiopia Migration Programme (EMP) to protect would-be migrants and refugees from unsafe irregular migration through and from Ethiopia.

Overall Purpose of the Role: 

The Emergency Coordinator will work under the Emergency Manager in designing and delivering EMP’s migration-related emergency response in Ethiopia. The Emergency Coordinator will be responsible for day-to-day delivery, coordination and oversight of emergency response activities. The Emergency Coordinator will support the Emergency Manager with ongoing analysis of the migration-related humanitarian context, developing and adapting EMP’s emergency response strategy as well as leading on designing EMP approaches and representing EMP at relevant cluster(s) and fora.

This position will be based in Addis Ababa, Ethiopia with travel to response areas. We are looking for individuals who have a passion for making a difference in the lives of people on the move in Ethiopia.

RESPONSIBILITIES

Under the direction and guidance of the Emergency Manager:

  • Oversee the development and day-to-day oversight of the work plan and associated activity-based budgets (ABB) for the emergency response activities.
  • Actively engage in and support ongoing analysis of the migration-related context in Ethiopia, ensuring that the Emergency Manager is kept informed of all events, developments, and trends.
  • Be part of and support the capacity development of the emergency team to ensure the team is highly skilled and prepared to deliver high-quality and relevant emergency activities.
  • Support the design and development of new programme activities and ensure operational preparedness is maintained to enable swift emergency actions, such as framework agreements, rolling recruitments and pre-positioning.
  • Collect and analyse assistance provision data ensuring the highest standards of data protection and confidentiality.
  • Engage in preparing and submitting regular and ad hoc programmatic reports on all emergency activities.
  • Proactively build relationships with relevant officials, government ministries, implementing partners and international and local NGO community.
  • Undertake other responsibilities given by the Emergency Manager.

Experience and Technical Competencies: (include years of experience)

Essential:

  • Minimum 3 years of experience working in a social service, psychology, education, or development sector, of which at least 2 years is working with displaced and migrant populations, preferably with humanitarian organizations;
  • Good technical understanding of emergency response concepts including experience implementing emergency activities in humanitarian contexts;
  • Ability and willingness to maintain regular presence at project sites and to work during irregular working hours and in insecure environments.
  • Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures
  • Good computer skills (Excel, Microsoft, PowerPoint and Outlook).

Desirable:

  • Good understanding of international human rights and principles of humanitarian work.
  • Previous working experience with humanitarian agencies will be considered as a strong advantage.

Education (include certificates, licenses etc.):

  • Degree in Social Work, Sociology, Psychology, Law or related social sciences, international development, or other relevant field

Languages: (indicate fluency level)

  • Excellent verbal and written English
  • Fluency in Amharic
  • Other local languages a plus
