Job Description


The Save the Children Fund, commonly known as Save the Children, was established in the United Kingdom in 1919 to improve the lives of children through better education, health care, and economic opportunities, as well as providing emergency aid in natural disasters, war, and other conflicts. After passing a century, which it celebrated in 2019,[3] it is now a global movement made up of 29 national member organizations which work in 120 countries.

ROLE PURPOSE:

Save the Children planned an integrated child protection (including SGBV), education and school WASH project to address the immediate and long-term needs of IDP and host community children affected by the protracted humanitarian situation in Gode and Adadle woredas of Selbelle zone in Somali Region.

The project intervention intends to build on the gains achieved on improving the wellbeing of vulnerable children with the financial support from SCK during the past years in Adadle woreda. The continued support so far, has significant impact on the lives of IDPs and host community children in the woreda. The extensive awareness raising work towards child protection and children’s right to access education has yielded positive outcome, although there is still a long way to go.

The IDP children still continue to live in dire situation. In the year 2023 to 2024, Save the Children proposes to continue to build safe and protective environment in the target communities where children can survive, learn and are protected from abuse, neglect, violence and exploitation. This multi-sector project mainly focused on addressing, to create safe and protective learning environment through construction semi-permanent learning space for IDPs/Returnee children, partially destroyed schools, Rehabilitation of gender-segregated latrines, Rehabilitation of water points providing school feeding supplies to IDPs schools to address critical food insecurity preventing children to go schools.

Provision of learning materials and provision of hygiene kits to adolescence girls & many other education activities. Through the proposed project SC intends to expand intervention to Gode woreda while decreasing the number of sites in Adadle woreda.. Under the direct supervision of the Education Program Manager, the Education Program Officer will be responsible for the overall management and successful implementation of the Education Program Adadle and Gode districts under Gode Field offices.

The Education Programme Officers are responsible for effective and efficient management and implementation of educational activities under the Gode field offices. This position will work closely under supervision and report to the education program manager for day-to-day project management and implementation.

SCOPE OF ROLE:

Reports to: Education & CP Program Manager

Dimensions: The Education Officer will establish communication and partnership with wide stakeholders including, Woreda Education Office, Parent Teacher Association, Community and Schools.

KEY AREAS OF ACCOUNTABILITY

Planning and Reporting:

  • Prepare annual and quarters action plan and implement it as planned with close consultation with the Program Manager.
  • Provide follow-up and technical support for schools and woreda education offices
  • Support schools to prepare annual plan and reports
  • Produce and compile quality regular periodic reports and share to SCI.

Coordination and Management of Projects Implementation

  • Ensure the Education program is implemented in ways responsive to teachers, the community, and children in line with Save the Children principles, values and strategic plan
  • Ensure that the project is implemented in line with Save the Children and donor compliance procedures.
  • Identify gaps and provide technical and capacity-building support and training for teachers, PTA members, cluster supervisors, and WEO.
  • In close collaboration with the Project Manager (at the Field Office level), WEO and other government stakeholders, facilitate on-time implementation of the project activities based on the action plan and ensure implementation quality
  • Ensure active participation of children and other stakeholders in the project activities implementation
  • Attend woreda level education and coordination meetings representing the organization.
  • Strengthen team spirit and teamwork within and outside of Save SCI staff
  • Responsible to arrange and coordinate capacity building for relevant stakeholders such as teachers, WEO, PTAs and other community members on issues related to safe learning environment, gender sensitive approach, disability inclusion, child protection.
  • Arrange experience-sharing among schools and other stakeholders.
  • Ensure that teachers have the required skills to deliver play based interactive teaching, gender sensitive and inclusive teaching and positive disciplining through training and coaching.
  • Work with relevant stakeholders to ensure that WOE and parents are supported on distance/remote learning such as radio/TV and literacy and numeracy.
  • Perform any other activities based online manager’s assignment.

Documentation and Learning

  • Contribute to the proper documentation of experiences and lessons (including pictures and video documentation) learned in the course of programme implementation.
  • Support the MEAL unit to organize and properly maintain database and information related to the programme.
  • Facilitates and participate in studies and reviews related to the programme.
  • Facilitates and ensure dissemination of information and study/reviews.

Supervision and Monitoring

  • In collaboration with the Project Manager, maintain strong supervision and monitoring system to measure achievement and progress toward the project objectives and expected outcomes and impacts
  • Conduct monitoring and supervision of the planned project activities implementation and provide technical support to WEO and intervention schools to improve activities implementation quality
  • Strengthen participatory and collaborative supervision and monitoring system including active participation of children
  • Ensure that the required appropriate technical support is provided for directors, teachers, supervisors, and students on time and strengthen team spirit and collaborative work.

QUALIFICATIONS AND EXPERIENCE

Qualifications

  • BA degree in Education, Social science, or related fields
  • A minimum of three to five years of experience in working on a related project
  • Have skills in report writing and facilitating training.
  • Professional skills on cascading trainings

Experience

  • Excellent knowledge and understanding of the Ethiopian Education Policy, Policy frameworks, and strategies, as well as the education sector development program and the challenges.
  • Experience in working with the Bureau of Education at national or regional, Woreda, or school levels.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Very good skill in evaluation methods and report writing.
  • Experience in solving complex issues through analysis, the definition of a clear way forward, and ensuring buy-in.
  • Fluency in English, both verbal and written, Somali language is mandatory
  • Familiarity with the target area.
