Job Description


The Save the Children Fund, commonly known as Save the Children, was established in the United Kingdom in 1919 to improve the lives of children through better education, health care, and economic opportunities, as well as providing emergency aid in natural disasters, war, and other conflicts. After passing a century, which it celebrated in 2019, it is now a global movement made up of 29 national member organizations which work in 120 countries.

ROLE PURPOSE:

The Education Advisor is responsible for technically leading Save the Children (SC) Ethiopia’s Education Programs, in both humanitarian and development contexts, working closely with other thematic advisors and relevant units. The advisor will closely liaise with project implementing staff and plays a leading role in ensuring quality implementation of education programs and projects, develops  and rolls out technical guidelines, tools and systems to ensure program quality and education outcomes for children. S/he initiates  project ideas, and contributes to designing and writing up of technically sound proposals; S/he plays the leading role in internalizing, mainstreaming and rolling out of SCI programming principles, Theory of Changes and Common Approaches; ensuring the development and application of robust education quality bench marks across all projects whereby    implementation and monitoring of projects guided through the roll out of the quality benchmarks; assesses and builds the capacity of education staff involved in implementation of projects to ensure the quality and outcomes of projects on the at delivery levels; generate and present high quality evidences for learning, advocacy of donors and policy actors; undertaking effective and impactful representation in national and regional education platforms

SCOPE OF ROLE:

Reports to: Education Thematic Director

Staff reporting to this post: no direct reports but will have a functional/technical management responsibility with education project managers of the Area Programs using a matrix management arrangement

Budget Responsibilities: None

Context: Humanitarian and development

KEY AREAS OF ACCOUNTABILITIES with expected level of effort

Technical support and Leadership: 5%        

  • Identify technical support needs and develop monthly and weekly plan of actions
  • Provide technical leadership to education
  • Technically initiate, lead and supports the development of education related technical strategies and support roll out of strategy

 Program Design and Proposal Development: 10%

  • Scoping of opportunities through members and donors engagement
  • Contribute to initiation and development of high quality proposals
  • Provide technical input to improve the planning through provision of up-to- date needs/data/information; data management and use for reporting

Program Quality (80%)

  • Lead the development and application of robust program quality benchmarks for all education programs
  • Conduct regular joint supportive supervisions by using predesigned quality benchmarks and indicator tracking tools, identify gaps, provide on-site hands-on support to address quality gaps and ensure that improvement measures are captured into the automated system and adequately addressed
  • Regularly track implementation status of relevant education Common Approaches and Technology for Education initiatives across programs and projects and provide timely feedback to implementing staff
  • Ensure that gender, disability, resilience and children’s and beneficiaries’ participation are fully considered and are reflected in all education programme design and implementation
  • Provide technical backstopping as needed during humanitarian education responses for the country office
  • Closely work with and contribute on the national technical advocacy platforms, taskforces, working groups and subgroups
  • Provide technical assistance to projects through on-site and virtual platforms as appropriate Respond to requests for technical expertise from field offices on education based on systematic needs identification and plan
  • Take responsibility for discharging TE related responsibilities of PDQ as shown in CO’s Activity Map document
  • Produce and roll out technical manuals, guidelines and tools to ensure the effective and quality implementation of projects.

Evidence and Learning: 3%

  • Extract, synthesize and produce high quality evidences and work closely with evidence and learning team in disseminating findings internally and externally including SCI
  • Roll out the technical evidence and learning plans and agendas and produce and present high quality reports
  • Monitor new developments in education technical areas and facilitate transfer and application of knowledge
  • Provide technical leadership and closely work with MEAL and other sectors in strengthening Monitoring and Evaluation and use of data across all levels to improve program performance
  • Identifies emerging practice, pilot and assess education outcomes and added value for children and advises on modifications to standardize programing based on the result to maximize education outcomes and impacts
  • Identify, introduce and take measures for scaling up effective and efficient or evidence-based best/innovative practices/approaches for emergency and development context emergency response and apply in emergency settings.
  • Exercise digital technologies in education program, generates evidence of the effectiveness of digital education solutions to improve quality, reach and outcomes of education.
  • Undertake/contribute to education community of practices sessions regularly for CO teams
  • Understand and apply cross-cutting issues of resilience, gender, child participation, disability and others to ensure their incorporation into program design and implementation

Networking & External Engagement: 2%

  • Take part and contribute to education policy dialogues
  • Participate and represent SCI on various national technical advocacy platforms, taskforces, clusters, working groups and subgroups as appropriate
  • In collaboration with New Business Development and other units, contribute to in strengthening strategic partnerships in identifying partners and donors to strengthen our health and nutrition portfolio of the country office

REQUIREMENTS

QUALIFICATIONS

  • Bachler degree in education, Master’s degree is desirable
  • Training in project or program, strategy design and ensuring quality and child right based programing is an asset.

EXPERIENCE AND SKILLS

  • At least 10 years’ experience of leading thedesign and quality implementation of major humanitarian and       development programmes in education
  • Thorough understanding of the education sector in Ethiopia
  • Familiar with education systems (humanitarian/cluster systems as needed) for ex. theINEE
  • Minimum Standards, the key issues related to Sustainable Development Goal 4 – to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.
  • Proven experience and competencies in writing high quality and winning proposals, technical education papers including research.
  • Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.
  • Proven experience in undertaking education needs assessments and baselines
  • Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilize resources and evidence learning documents
  • Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children
  • Experience of supporting humanitarian preparedness, response and recovery
  • Significant experience in training, capacity building, and mentoring
  • Fluent in English and high level of English writing skills.
  • Skill in using different computer application soft wares, the ability to fluently speak and write in Amharic language
