Program

The Health Systems Strengthening Accelerator (Accelerator) is a global initiative funded by the United States Agency for International Development (USAID), with co-funding from the Bill & Melinda Gates Foundation (the foundation). Its goal is to support countries’ efforts to create high-performing, sustainable health systems on their journeys to self-reliance. The Accelerator partners with countries to address specific health system issues while institutionalizing country-driven processes for the selection, rapid testing, and purposeful scale-up of health system strengthening interventions. The Accelerator is led by R4D with support from Health Strategy and Delivery Foundation (HSDF, headquartered in Nigeria), ICF, and a growing number of global, regional, and local partner organizations.

The Inclusive Development (ID) Hub of USAID’s Bureau for Development, Democracy, and Innovation (DDI) has partnered with the Accelerator to support the Federal Ministry of Health of Ethiopia (MOH) to integrate rehabilitation throughout the health system and improve access to comprehensive rehabilitation services that meet the needs of the Ethiopian population. Accelerator support will entail direct technical assistance in addition to regional and global level activities to catalyze country-level work.

Opportunity

R4D is seeking a District Health Information Software (DHIS2) Consultant to provide support to the MOH teams conducting a pilot implementation of the DHIS2 rehabilitation module in five health facilities in Ethiopia. The Consultant will directly engage with the MOH (and other rehabilitation stakeholders in Ethiopia) and the Accelerator team and provide technical support to the implementation of the pilot. The Consultant must be based in Addis Ababa and will directly report to R4D’s Senior Program Officer in Addis Ababa but will indirectly report to and routinely engage with the MOH. This consultancy is anticipated to start immediately and last for approximately six (6) months.

The Consultant is expected to work in close partnership with the Accelerator team and collaboratively alongside MOH and other rehabilitation stakeholders in Ethiopia to conduct the following activities:

Consultant Role and Responsibilities

  • Perform site visits to five selected facilities and conduct a rapid readiness assessment to evaluate the system requirements and resource needs for rehabilitation data collection, reporting, and use
  • Provide technical support to address rehabilitation data needs into DHIS2 configuration as per the identified gaps in the selected facilities
  • Support analyzing data and identifying data integrity issues with the existing systems and recommend solutions
  • Triangulate rehabilitation service indicators with indicators from other health services to support indicator selection for the DHIS2 pilot
  • Support and provide feedback on the development of an indicator definition guide and registers, reporting formats, and tally sheets for data reporting from facilities under the DHIS2 system
  • Facilitate and summarize meetings and working sessions with the MOH team and rehabilitation stakeholders to guide indicator selection for the DHIS2 pilot and additional steps
  • In collaboration with MOH and the Accelerator, identify and address technical and operational needs to inform various steps in the pilot of the DHIS2 Rehabilitation Module
  • Compile reports on lessons learned on a regular basis during the implementation of the pilot
  • Liaise regularly and provide updates to the Accelerator team, as well as the MOH and other relevant government agencies, health facilities, and technical partners
  • Other responsibilities as agreed upon with the Accelerator team

Qualifications

  • A bachelor’s degree or higher in Information Systems, database administration, or related field with a minimum of 7 years of working experience as a systems analyst related to health information systems, or related field
  • Good understanding of health systems and governance in Ethiopia
  • Extensive experience in DHIS2 system configuration and implementation
  • Proven track record of high-quality data collection/reporting and strong analytical and problem-solving skills
  • Ability to work in a flexible team environment and across different time zones
  • Excellent client management skills and demonstrated experience of working with country level stakeholders, as well as with multilateral organizations and NGOs
  • Excellent verbal and written communication skills
  • Professional fluency in English is a must. Working knowledge of Amharic will be considered an asset.
