Community in Action Against Poverty (CAAP) is a non-profit Local organization focusing on Humanitarian, development, justice and peace building works, that aims to save lives, strengthening local economies, building resilient communities and promote justice, accountable and democratic governance, to ensure stable and inclusive Somali region in Somali region and Ethiopia at large.

Job Purpose Summary:

Under the supervision of the Field Monitor Assistant, the distribution supervisor is responsible for directly overseeing the implementation of food distributions, and the reception of food commodities from WFP. This will include supervising registration, crowd controllers, distributors, scoopers etc, taking full accountability for receiving and distributing commodity, ensuring each family receives entitlement (giving priority to vulnerable people groups per WFP criteria), households are registered according to WFP’s beneficiary reporting requirements, and ensuring that the distribution is implemented according to the standards. Additionally, the Distribution Supervisor will be responsible for overseeing the reception of food commodity from WFP trucks, accounting and recording any differences between the number of units received per commodity against WFP’s dispatch waybill, and ensuring that the commodities are stored in neat stacks.

KEY AREAS OF ACCOUNTABILITY:

  • Facilitate the planning, implementation, and monitoring of the General Food Distribution in the respective assigned woreda
  • Perform a monthly inventory of distribution materials to ensure all materials are available and ready to use before the monthly cycle
  • Coordinate with community leaders to hire casual labor for off-loading trucks and/or preparing rations at distribution site
  • Assist in training hired laborers on proper unloading of commodity at the distribution
  • Organize and assist in conducting post-distribution discussions with beneficiaries and community leaders after each distribution cycle
  • Assist the FMAs in coordinating the reception of commodity from WFP and monthly physical inventory
  • Oversee the reception of food commodity, accounting for the number of units received from WFP against the dispatch waybill
  • Ensure the commodities are neatly stored in the warehouse
  • Ensure the commodity tracking paperwork is being completed by the General Food Distribution
  • Assistants, including stack cards, warehouse ledgers
  • Support FMAs in post-distribution physical inventories
  • Facilitate the establishment of the food management committee, CRM Committees and community targeting/registration committee, ensure fair representatives for the communities.
  • Ensure functional Community Based Complaints and feedback mechanism
  • Verify the planned movements and distribution of food or non-food items, reporting issues or discrepancies to the Field Monitor Assistant for timely resolution of problems and to ensure that the quantity distributed and the quality of the operation is in line with CAAP and WFP standards.
  • Liaise with Community Leaders, and other stakeholders for smooth food distribution to beneficiaries.
  • Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines
  • Comply with all relevant CAAP policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities, and other relevant policies.
  • Perform any other duties as assigned

Contract duration: 1 year

Career Level: Mid-Level (2 – 5 years’ experience)

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • Diploma or Degree in agriculture, health, Social science, Nutrition, development studies
  • Minimum three years technical background, knowledge and experience in Emergency Response in General Food Distributions, ESNFIs, Livelihoods, Nutrition, or related field, and familiarity with relevant standards and guidelines such as Core Humanitarian Standards, SPHERE, Emergency Response Guidelines
  • Communication skill, good human relations, willingness to reside in rural areas;
  • Fluency in Somali and English, both written and verbal
  • High level of commitment and willingness to travel frequent/long distance in hardship areas
  • Demonstrated skills in partnership building and interpersonal communication
  • Knowledge and residing of the working area are preferred
  • Excellent and demonstrated skills in computer Microsoft office applications: Word, Excel,
  • PowerPoint and outlooks, emails
  • Good level of reporting writing skills
  • Excellent communication and coordination skill, preferably with the community and woreda line departments government
