Project Description

The anticipated five-year USAID Feed the Future Ethiopia Food and Agriculture System Transformation (Ethiopia FAST) project is designed to increase access to healthy diets, particularly for women and children, by improving the competitiveness, inclusiveness, and resilience of Ethiopia’s food and agriculture system. Project targets include the increased availability of safe, diverse, nutritious foods; increased outcomes in the food and agriculture sectors; and increased convenience and desirability of safe, diverse, and nutritious foods. The project will work across 132 woredas/districts in all Feed the Future Zones of Influence in Ethiopia using a food systems lens and will partner with both public and private sector stakeholders to amplify nutrition promotion and coordination.

Job Summary

Abt Associates seeks a qualified Deputy Chief of Party-Technical (DCOP-Technical) to provide strategic leadership, management, and technical direction for the Ethiopia FAST program under the direction of the Chief of Party (COP). The DCOP-Technical will work closely with the COP to manage the day-to-day operations of the project and with the other team members to guide interventions to meet the intermediate results. S/he will lead work planning, activity and performance management, engagement with national and subnational counterparts, and strategic communications. The DCOP-Technical will supervise technical teams and senior technical staff including partner staff; assist the COP in overseeing and managing project operation and administration; and lead technical collaboration with relevant partners and stakeholders. The DCOP-Technical will be based in Addis Ababa, Ethiopia, and the position is contingent upon program award and USAID approval.

Key Roles and Responsibilities:

  • In collaboration with the COP and other team members, design, implement, and monitor project interventions to achieve the required objectives and deliverables in a timely manner within the approved budget.
  • Provides direct leadership, support, and oversight to project activities to achieve the project intermediate results, supervising and working closely with technical personnel (including in nutrition, supply chains, access to finance, food and agriculture production, value chain, marketing, GESI, employment and income generation, and livelihoods) to ensure technical success and achievement of project targets.
  • Overseas/monitors project activities that will be implemented by each of the regional and sub-regional offices covering the 132 woredas under the six-project zone of influence, working closely with Regional Directors to ensure an interconnected, integrated, and localized approach.
  • Supports the COP and works with the Partnerships and Policy Manager to liaise with key public and private sector stakeholders, as well as with USAID and implementing partners, to ensure responsiveness and success of project activities.
  • Liaises with the DCOP-Operations to ensure that technical and operational aspects of program activities are integrated and aligned with each other.
  • Leads local government and non-government counterparts’ capacity building.
  • Supports reporting, update and implementation of the technical strategies, identifying technical assistance needs, and mobilizing required technical resources and staff.
  • Supports a culture of learning and adaptive management by contributing to data analysis and applying key learnings from knowledge generated to adapt program activities as appropriate.
  • With the COP, ensures that activities are in compliance with USAID and local rules and regulations and that activities meet program targets;
  • Provides guidance and training to task leads and staff to achieve activity objectives and intermediate results.
  • Contributes to communication strategies.
  • Serve as acting COP in COP’s absence.

Requirements

Qualifications:

  • A master’s degree in international development, agriculture, value chain, nutrition, finance, economics, or a related field.
  • Minimum of six years of progressively responsible experience managing complex private sector agricultural development programs in a developing country, preferably in Sub-Saharan Africa including Ethiopia.
  • Minimum of four years of experience in a supervisory role with projects of similar complexity.
  • Strong interpersonal skills with demonstrated ability to engage productively with a wide range of organizations, beneficiaries, and related parties (e.g. producers, government, private sector, NGOs, research and training institutions).
  • Demonstrated commitment to addressing inclusivity objectives in agriculture and trade.
  • Understanding of and/or skills in CLA and/or using adaptive management techniques is a plus.
  • Excellent verbal and written communication skills in English are required.
  • Oral and written fluency in Amharic language required and fluency in another regional working language desired.

Minimum Qualifications

Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
