Summary

Chemonics seeks a Management and Operations Deputy Chief of Party (DCOP) for the anticipated 5-year, $65-75 million Feed the Future Ethiopia Food and Agricultural System Transformation (FAST) activity. The purpose of this future USAID/Ethiopia agriculture programming will be to increase the availability of safe, diverse, nutritious foods, increase incomes in the food and agriculture sectors, and increase the convenience and desirability of safe, diverse, nutritious foods. Achieving these results will require a set of interventions that increase demand-driven production, increase food safety and quality, increase entrepreneurship and employment in the food and agriculture system, and increase public-private partnerships to advance key social priorities.

The Management and Operations Deputy Chief of Party will be accountable for overall financial and administrative operations systems management and oversight. Primary responsibilities will be managing the day-to-day operations, administration, and finance to include, but not limited to, project procurement, consultant engagement, operational systems, and logistics. Other important functions of this position include staff management/performance management, development, and capacity building; oversight of operations and administration functions; financial management, including quality review and analysis of financial reports to support management decision-making; compliance and control functions; and contractual deliverable time-management. The project is expected to be 5 years. This position is contingent upon award. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Key Responsibilities

  • Serve as principal point of contact in Ethiopia for procedural and substantive matters in the absence of the Chief of Party
  • Provide management and operational oversight for all activities and results
  • Oversee and contract performance in compliance with contract provisions and manage contract finances (budget and fund allocations)
  • Supervise personnel management of key operational departments of the program, including across multiple offices

Qualifications

  • A Bachelor’s degree in agriculture, business, or nutrition is preferred
  • A minimum of 8 years of experience managing agriculture project operations
  • Experience implementing and managing USAID contract mechanisms including, but not limited to, Cost-Plus Fixed Fee and Firm Fixed Price, and grants under contract type agreements
  • Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems
  • Financial management skills, including budgeting and budget management
  • Previous experience working in Ethiopia
  • Experience managing complex contracts and agreements, USAID operating procedures, regulations, and reporting requirements is required
  • Ethiopian nationals encouraged to apply
