About Job

CARE seeks a D eputy Chief of Party (DCOP)/Technical Director, L ivelihoods and Markets to lead the technical implementation of CARE’s Highlands Resilience Activity (HRA) in Ethiopia. HRA will strengthen resilience among vulnerable households in Ethiopia’s highlands through increased public and private investments. This position will guide the implementation of agricultural, enterprise development, wage employment, climate change, and disaster risk management (DRM) adaptation activities. They will lead and mentor a team of advisors working for CARE and work closely with the value chain partner and other consortia partners. The Director will work with partners to develop implementation plans, identify and resolve challenges, and promote quality improvements in each technical area. They will promote market-based approaches throughout the development of sector strategies, technical guidelines, and response mechanisms in collaboration with the other members of the project management team.

The DCOP is expected to facilitate the development of high-quality, gender-sensitive, accountable, and impact-focused interventions for livelihoods and markets. This includes the provision of technical advice, capacity strengthening of staff and partners, as well as influencing policy and practice through research, analysis, advocacy, and building resilience by linking to another long-term programming in Ethiopia. The position will be based in Addis Ababa and report directly to the Chief of Party (CoP).

This position is contingent on the award of donor funding. Ethiopian and international candidates are encouraged to apply.

Responsibilities

Staff Management and Supervision (25%)

  • Hire, coach, and mentor project staff to provide high-quality technical support to consortium members.
  • Provide supportive supervision to direct reports.
  • Ensure that staff performance, including key performance indicators, is regularly monitored and measured against progress.
  • Review staff performance on an annual and semi-annual basis and submit performance evaluations to HR in a timely manner.
  • Strengthen the capacities of the team to mainstream and adopt organizational core values, policies, and procedures.

Technical Support and Project Management (30%)

  • Provide managerial oversight and guidance to livelihoods and market project team.
  • Provide technical support for all livelihood and market-related activities and pathways of change.
  • Assess and identify technical assistance and support needs for project components within the portfolio.
  • Support team to apply program approaches and adhere to quality standards.
  • Together with the Chief of Party, lead annual Workplan development to reach ambitious programmatic targets while taking into account operational considerations.
  • Coordinate with DCOP Operations to ensure operational support for timely and quality project implementation.
  • Coordinate with program managers to monitor and support partners and field office teams with work planning, implementation, and technical assistance as needed.

Coordination and Representation (15%)

  • Attend project coordination meetings to ensure effective coordination and linkages with other technical and operational managers.
  • Represent the project in relevant fora related to key technical areas in consultation with project advisors and COP.
  • Support networking and coordination of efforts with government, private sector, and key stakeholders who share mutual objectives.

Monitoring (15%)

  • Ensure efficient use of project resources, adherence to USAID and CARE standards, and compliance with USAID rules and regulations.
  • Facilitate resolution of varying technical perspectives and challenges amongst partners and foster a healthy sense of partnership and collaboration within the team.
  • Contribute to ongoing project monitoring and reporting to USAID and the government.
  • Ensure that implementing partner and field office work plans incorporate existing commitments to donors and government.
  • Ensure regular monitoring of livelihood and market project activities against existing work plans to ensure effective and efficient implementation; assess technical program quality with the team, identify areas for improvement, and elaborate corrective action plans as needed.

Learning (15%)

  • With other senior members of the Consortium Coordination Unit, create and promote a productive learning environment
  • Monitor developments related to key technical areas under supervision, including best practices (both within the country and internationally), and engage in personal development and learning on an ongoing basis
  • Ensure that knowledge and learning are documented and widely disseminated
  • Provide technical input into Terms of Reference (ToR) for annual assessments and research related to technical areas under supervision.

Qualifications

  • Advanced university degree in agriculture, international development, economics, business, sustainable livelihoods, or a related field.
  • 8+ years relevant work experience including a minimum of 5 years senior management experience in international development.
  • Technical leadership and program management experience in one or more of the following: market systems development, agricultural production, and value chain development, income & livelihoods diversification, household access to finance, and resilience strengthening.
  • Proven management skills and experience.
  • Excellent representational skills.
  • Fluent in spoken and written English.
  • Ethiopia experience preferred.
  • Excellent communication and interpersonal skills.
