Job Description
The Deputy Chief Executive Officer (DCEO) – Manufacturing Sector is the highest executive responsible for leading, coordinating, directing, and transforming all manufacturing and industrial business operations under Gift Business Group. Under the strategic leadership of the CEO, the DCEO provides overall executive direction for both operational factories and manufacturing projects under development.
The position is responsible for formulating manufacturing strategies, identifying investment opportunities, evaluating project feasibility, securing financing, establishing world-class manufacturing systems, overseeing factory design, installation and commissioning, ensuring operational excellence, maximizing profitability, optimizing resource utilization, mitigating business risks, ensuring compliance with regulatory requirements, and delivering sustainable business growth.
The DCEO serves as the principal executive responsible for integrating all manufacturing subsidiaries into one coordinated industrial ecosystem that supports the Group’s long-term vision and supplies products and services to sister companies.
Key Duties and Responsibilities
A. Strategic Leadership
- Develop and implement the Manufacturing Sector Strategic Plan aligned with the Gift Group’s corporate strategy.
- Lead long-term industrial expansion and diversification initiatives.
- Identify new manufacturing investment opportunities.
- Develop annual and five-year manufacturing development plans.
- Advise the CEO and the corporate management on industrial development priorities.
- Drive manufacturing transformation and modernization initiatives.
- Promote innovation, automation, and digital manufacturing technologies.
- Establish manufacturing policies, systems, and governance frameworks.
- Lead strategic decision-making regarding new factories and industrial investments.
B. Manufacturing Operations Management
- Provide executive oversight to all operational manufacturing plants.
- Ensure uninterrupted factory operations.
- Insist and support the team under supervision to maximize production capacity utilization.
- Improve operational efficiency and productivity.
- Ensure optimal utilization of machinery, equipment, and manpower.
- Monitor production performance against approved KPIs.
- Coordinate production planning among sister companies.
- Ensure adequate production capacity to satisfy internal and external customers.
- Resolve critical operational bottlenecks.
- Lead continuous operational improvement initiatives.
- Ensure timely maintenance of all manufacturing facilities.
C. Project Development and Factory Establishment
- Lead the establishment of new manufacturing plants.
- Coordinate factory planning and implementation.
- Evaluate project feasibility studies.
- Review technical and financial project proposals.
- Coordinate engineering designs.
- Monitor factory construction progress.
- Ensure timely procurement of production machinery.
- Oversee installation of manufacturing equipment.
- Ensure proper testing and commissioning of machinery.
- Coordinate trial production activities and approve production readiness.
- Ensure successful transition from project phase to commercial operation.
- Coordinate handover of completed projects to operational management.
D. Investment and Business Development
- Identify profitable manufacturing opportunities and develop investment proposals.
- Prepare business expansion strategies.
- Conduct market opportunity analysis.
- Identify strategic manufacturing partnerships.
- Initiate negotiations with stakeholders and technology partners.
- Evaluate industrial investment proposals.
- Initiate the development of business cases for new manufacturing ventures.
- Recommend industrial diversification opportunities.
E. Financial Management
- Develop manufacturing sector budgets.
- Monitor factory financial performance.
- Review investment returns.
- Ensure cost optimization and improve profitability.
- Review production costs.
- Approve major capital expenditures.
- Monitor manufacturing cash flow.
- Evaluate financial feasibility of projects.
- Lead cost reduction and minimization initiatives.
- Ensure effective utilization of financial resources.
F. Financing and Capital Mobilization
- Identify financing opportunities for manufacturing projects.
- Coordinate discussions with banks and development finance institutions.
- Give proper guidance in preparing financing proposals.
- Facilitate negotiations with financial institutions.
- Ensure compliance with financing agreements.
- Monitor project funding utilization.
G. Risk Management
- Identify strategic manufacturing risks.
- Develop enterprise risk mitigation plans.
- Monitor and assess operational and market risks.
- Evaluate supply chain risks.
- Develop contingency plans.
- Lead business continuity planning.
- Ensure insurance coverage for manufacturing assets and facilities.
- Monitor geopolitical and regulatory risks affecting manufacturing operations.
H. Supply Chain and Procurement Oversight
- Ensure uninterrupted supply of raw materials.
- Coordinate strategic procurement planning.
- Develop supplier relationships.
- Monitor inventory optimization.
- Improve logistics efficiency.
- Reduce procurement costs.
- Support localization of raw material sourcing.
I. Engineering, Maintenance and Technology
- Oversee engineering excellence and ensure preventive maintenance systems are implemented.
- Approve major maintenance shutdowns.
- Promote automation and operational Excellency.
- Ensure machinery reliability and improve plant availability.
- Promote energy-efficient technologies.
J. Quality Management
- Ensure compliance with national and international quality standards.
- Promote Total Quality Management (TQM).
- Ensure implementation of ISO systems.
- Improve customer satisfaction and monitor product quality.
- Reduce product defects and develop corrective action programs
K. Health, Safety and Environment
- Promote zero-harm workplace culture.
- Ensure implementation of SHE policies.
- Monitor environmental compliance.
- Ensure emergency preparedness and reduce workplace accidents
- Promote uninterrupted and sustainable manufacturing process.
L. Human Capital Leadership
- Develop manufacturing organizational structures.
- Recruit competent factory leadership.
- Build high-performing executive teams.
- Coach General Managers.
- Develop succession plans.
- Build technical competency.
- Promote leadership development.
- Ensure performance management systems are effectively implemented.
M. Stakeholder Management
- Build strategic relationships with government institutions.
- Coordinate with regulatory agencies.
- Maintain relationships with investors.
- Represent the Group in manufacturing forums.
- Engage development partners.
- Maintain relationships with suppliers and strategic customers.
N. Governance, Compliance and Reporting
- Ensure compliance with applicable laws and regulations.
- Ensure implementation of corporate governance principles.
- Prepare executive reports for the CEO and Corporate PM&E department.
- Monitor implementation of executive management resolutions.
- Develop manufacturing performance dashboards.
Education
- Master’s Degree (preferred) or bachelor’s degree in industrial engineering, Mechanical Engineering, Manufacturing Technology, Civil Engineering or related discipline.
- MBA or postgraduate qualification in Business Administration, Strategic Management, Project Management, or Finance is highly preferable.
Experience
- Minimum of 15 years of progressively relevant experience in manufacturing, industrial operations, engineering, or similar sector with at least 8 years in senior executive leadership positions.
- Proven experience leading multiple manufacturing plants or industrial business units basically engaged in construction input production.
- Demonstrated experience in factory establishment, installation, commissioning, and operational factory management.
- Adequate experience in feasibility studies, project finance, strategic planning, and investment management.
Working Conditions
- Executive-level position requiring extensive travel to manufacturing plants, mines, project sites, and partner institutions.
- Frequent interaction with government agencies, financial institutions, consultants, contractors, and international technology providers.
- Availability to respond to operational emergencies and strategic business needs outside normal working hours when required.
Overall Accountability
The Deputy Chief Executive Officer (DCEO) – Manufacturing Sector is accountable for the successful planning, establishment, commissioning, operation, growth, profitability, sustainability, and continuous improvement of all manufacturing businesses under Gift Business Group. The position plays a pivotal role in transforming the Group into a diversified, competitive, and best-class industrial enterprise while ensuring that manufacturing subsidiaries effectively support the strategic objectives and long-term value creation of the Group.
