Program Overview:

The USAID READ II Education Recovery responds to the crisis in Northern Ethiopia conflict. READ II Education Recovery Activity’s Core Activity Package consists of three major areas of focus: 1) Support and Prepare At-risk Populations to Return to Learning, 2) Reduce the Risk of School Related Gender-Based Violence (SRGBV), and 3) Support to Child Protection and Wellbeing. The “triple layered approach” is mainly organized to target at-risk populations, including adolescent girls and young children who have been victims of the Northern Ethiopia Conflict. The project provides support to conflict affected communities in many ways including provision of teaching, learning, and recreational materials to students as well as basic school supplies, furniture, and tents for use in Temporary Learning Centers (TLCs), where necessary. training and ongoing support are also provided to teachers and school and community leaders on Psychological First Aid (PFA), Psychosocial Support (PSS) and Social Emotional Learning (SEL). Education administrators are trained on how to lead and manage TLCs and schools, so that teachers and students can recover quickly and effectively from conflict shocks and trauma and recommence teaching and learning. READ II collaborates and coordinates its crisis response with international and local organizations to leverage their programs as appropriate.

Position Summary:

The Data Management Officer is responsible for supporting the implementation of READ II Education Recovery Activity MEL system, specifically in the overall data management, supporting assessments, surveys, and reporting. S/He will support s development, organization and uploading of tools on Survey CTO, collection, cleaning, entry, and analysis of data, targeting and tracking KPI. S/He works closely with the central and Regional MEL team in fulfilling the overall MEL roles and making sure that the project targets and performance are properly documented in both hard and digital form.

Reporting & Supervision: The Data Management Officer will report to the MEL Director.

Primary Responsibilities:

Database management

  • Maintain Activity database and regularly revise and troubleshot database-related challenges.
  • Ensure Activity performance, monitoring and assessment and school profile data are timely collected and
    compiled with up-to-date data collection templates.
  • Ensuring that data is properly entered, securely stored and maintained to ensure its accuracy and easily accessible when needed.
  • Ensure that data retrieval processes are in place and that data can be quickly and easily retrieved when needed.
  • Ensuring data security through implementing data privacy policies and disaster recovery strategies.

Assessments and surveys

  • Support design of studies/assessments in sampling design and actual identification of sample target woredas and schools.
  • Support assessments with the establishment of ad-hoc databases, the configuration of tools onto Survey CTO or other Open Data Kit (ODK) platforms and uploading of the same on Tablets.
  • Support training of data collectors.
  • Following up data collection, online data entry and reviewing data quality and providing feedback

Data management and reporting

  • Ensure data quality procedures and checks in place and undertake monitoring of data quality.
  • Develop dashboards with analytical summaries, charts and visualization of indicators and provide access to relevant staff or other stakeholders.
  • Support the regular and periodic production of performance reports of the unit and the Activity.
  • Support regional teams, other staff and partners in data analysis and visualizations.

MEL collaborative tasks

  • Update and maintain targets and performance data of key performance indicators of Activity.
  • Work closely with the MEL staff to update the MEL plan of the Activity including indicators, targets and PIRSs.
  • Work closely with regional and technical teams to ensure archiving of all relevant documents – both in hard copies and soft copies.
  • Work with regional MEL Coordinators in timely getting performance data and reports.
  • Support the Collaboration, Learning and Adapting (knowledge management) activities.
  • Support other MEL tasks

Job Requirements

Required Skills & Qualifications:

  • BSc. Degree in Statistics or Measurement or related fields
  • Basic M&E knowledge and practical experience
  • At least 5 years of relevant experience
  • Demonstrated experience in data entry, cleaning & analysis of assessments/ surveys, research as part of routine projects activity, etc.
  • Knowledge of different databases utilization.
  • Experience of working on USAID or other international donor initiatives is highly desirable.
  • Very good knowledge of using Statistical software (SPSS, STATA and Excel)
  • Knowledge of using online data collection platforms, preferably knowledge of Survey CTO.
  • Good communication and interpersonal skills.
