Context
In 2015, world leaders agreed to the 2030 agenda for Sustainable Development, a global plan to transform the world while leaving no one behind. Member States were expected to integrate SDGs in their Development Plans, Budgets and Statistics. Some Member States have integrated SDGs in a granular manner for their Development Plans and Budgets. The granularity enables aggregation at the level of the 169 targets, 17 goals and 5 Pillars and across countries – which is the real value of integrating SDGs. The same granularity can be applied to the Africa Union Agenda 2063, and will indeed be applied in this assignment.
Task Description
The purpose of the task is analyze Development Plan Indicators and Budget Policy Priorities through the lens of the 2030 Agenda for Sustainable Development and the 2063 Africa Union Agenda on the future we want. The task covers all countries on the continent of Africa. It involves 5 steps.
- Step 1 is capturing data on Development Plans indicators (national codes, description, baselines, targets, and achievements) and Budgets’ policy objectives (description, values in local currency). The are available on the websites of Ministries of Finance in most of the countries across Africa.
- Step 2 is to match the Development Plan indicators and Budget objectives to SDGs and Africa Union Agenda 2063.
- Step 3 is to present the datasets in an excel sheet.
- Step 4 is to undertake basic analysis of the relationship between the priorities of the Development Plan (based on Development Plan indicators) and investments (based on budget policy objectives).
- Step 5 is to write a brief report on the results and experiences.
- Steps 1-4 will be done for both the sectors and local authorities.
