Summary
Democracy, citizen participation and good governance are key priorities of the African Union (AU) and German development cooperation in times of digital transformation of our world. In close coordination with the AU, the program on “Supporting Citizen Engagement and Innovative Use of Data for Africa’s Development (DataCipation)” strengthens the interaction between AU Organs, Member States and citizens through data use, digital and non-digital approaches to promote good governance. Special attention is given to the promotion of innovative approaches in cooperation with the African digital ecosystem as well as the promotion of political discourse around digital transformation, digital policy, and data governance. The project DataCipation is part of the GIZ portfolio with the AU and is implemented from its headquarters in Addis Ababa.
Responsibilities and Duties (Tasks)
- Support the African Union’s Digital Transformation Strategy for Africa 2030 by implementing the Data Policy Framework
- Advise African Union Commission, African Union Member states and Regional Economic Communities (RECs) on digital economy and data policy implementation
- Coordinate short-term consultant missions on digital policy advisory with the African Union
- Support cooperation and networking approaches between the African Union (e.g. AU Commission and AUDA-NEPAD) and the digital ecosystems in Africa and Europe
- Engage in dialogues between African Union and European Union to support the implementation of the AU-EU Digital Economy Task Force report from 2019
- Organize workshops and events to provide political guidance on data policies and networking opportunities for political stakeholders to exchange on data economy related topics
Job Requirement (Profile)
- Completed university studies (Master) related to digital policy and regulation
- Relevant professional experience, preferably gained in Africa, on digital policy, economy and regulation
- Experience with sensitive political negotiation processes, primarily with the African Union, is desirable
- Extensive knowledge and access to networks in the field of digital transformation in Africa
- High motivation, strong analytical and conceptual skills and good understanding of digital policy debates
- Independent, self-reliant action even under time pressure paired with good team orientation
- Analytical and communicative skills as well as enjoyment of conceptual and strategic work
- Fluency in English language (orally and written) required, Knowledge of German or French is an asset.
