Job Description


The Millennium Water Alliance (MWA) www.mwawater.org is a global organization with significant presence and influence in in water, sanitation, and hygiene in Ethiopia. MWA is a membership alliance of leading development organizations helping to bring safe drinking water, sanitation, and hygiene education to the world’s poorest people, and models and delivers collaborative pathways to full coverage. We work with governments, businesses, foundations, research institutions, individuals, and other non-governmental organizations to advance best practices, share knowledge, build collaborations, and advocate for this global goal.
MWA has a strong history and reputation in Ethiopia, largely through its many years of work leading programming as the hub on behalf of the Conrad N. Hilton Foundation. MWA is now in the middle of a long-term program with the Conrad N. Hilton Foundation and is developing additional lines of revenue and service. The MWA hub office includes a Country Representative, Monitoring and Evaluation Officer, Finance Manager, and a regional manager in Amhara.

Job Summary

The Country Representative (CR) of MWA Ethiopia is a dynamic, relational, entrepreneurial leader able to convene and influence a complex partnership and manage comprehensive programming and resource development efforts. The CR reports to the MWA global Deputy Director and will provide overall leadership to the staff, operations, and growth of MWA in Ethiopia. The CR will work closely with the global and Ethiopia hub team members and MWA partners. This includes fostering and influencing existing strategic relationships with MWA members and private sector partners, national and woreda government, and local players, key stakeholders, and the donor community, and representing MWA at relevant forums. The CR will lead the initiative and design effort for raising additional funds for improved impact of MWA’s work in Ethiopia and participate in the delivery of various direct service agreements on behalf of MWA. The MWA Ethiopia Country Representative is directly accountable for expansion of country funding sources and programming as well as support for existing programs.
Vital relationships for this role include:
Internal: key relationships with MWA Executive Director and Deputy Director; MWA Ethiopia team. External: strong relationships and leadership role with MWA Ethiopia members and donors; government leadership and other WASH sector actors in Ethiopia.

Roles and Key Responsibilities

Leadership

  • • The CR is the face of MWA in Ethiopia and is expected to upheld our highest values of service, relationships, and excellence at all times to our community of partners.
    • Provide leadership and performance accountability for MWA’s collaborative programs in Ethiopia
    • Promote strong coalition building across MWA members in Ethiopia and provide consistent communication, shared learning and strategizing across MWA members
    • Ensure high quality, well-coordinated program implementation and knowledge management and communication & documentation of program learnings and outcomes
    • Promote and support development of an organisational culture that reflects collegiality and peer support, accountability and high performance, innovativeness and continuous quality improvement, respect and effective team communication
    • Establish, maintain, and improve working relationships with key donors, governments, strategic partners and other collaborators within the country
    • Provide high level representation and communication about program achievements to government and other key stakeholders
    • Provide assistance with ongoing sensitization of the MWA regional and global strategies with MWA staff, members and collaborators

Resource Mobilization and Exploring New Opportunities

  • • Design and implement strategies to mobilize resources to advance MWA’s mission in the country.
    • Participate and/or lead the development of new concept papers and/or proposals, in coordination with the MWA hub, members and partners, to advance efforts towards expansion of the work of MWA Ethiopia.
    • Support in identifying proposal funding sources within the country and region.
    Program Management and Technical Assistance
    • Ensure that MWA is implementing quality WASH programs.
    • Lead program support activities and provide advice, expertise and training to the program stakeholders, and lead relationship development activities with government officials and supporting government and the related legal and regulatory environment to achieve the WASH goals.
    • Lead the other in-country management and technical teams and sectors for MWA and partners to ensure all aspects are coordinated, integrated and support each other to achieve program targets.
    • Convene and lead regular country program meetings including country director meetings and technical working group meetings.
    • Lead the program teams in developing and submitting all necessary reports and documents to the local/country governments and to donors.
    • Stay informed about activities in the country and innovations that MWA might want to consider testing or using.
    • Develop, in collaboration with MWA members, national and regional supporting strategies and take the lead in coordinating the implementation of those.

Knowledge Management, Monitoring and Evaluation

  • Collect and share ideas from programs that should be disseminated for mutual learning.
  • Help to position MWA as a regional and national expert via sharing of tools , presentations in high level forums and lessons learned.
  • Support members in documenting and share research, pilots, innovations and lessons learned.
  • Write and design communications documents to leverage program based evidence for advocacy and development and learning purposes, including internal documents, narrative articles, and external publications.
  • Coordinate workshops/meetings in collaboration with program/country offices by country or region or topic to facilitate knowledge sharing.
  • Produce at least two learning documents each year for sharing among members or in the WASH sector.
    Provide timely preparation and submission of high-quality reports.
  • Oversee development, execution and periodic review of program MEL
  • Utilize program learnings to influence modifications to the program to increase program value.
  • Support MEL personnel in analysis of field data to be used in program reporting, learning and program improvements, including qualitative and quantitative statistical analysis and narrative evidence from MWA programs.
  • Ensure that monitoring, evaluation, and learning processes are standardized throughout consortium partners to successfully manage knowledge on the project. Finance and Administration
  • Provide strong budget management and oversight to quickly identify problems and take corrective action.
  • Ensure program compliance with MWA policies and procedures and Donor regulations.
  • Ensure accurate and timely reporting of program finances and the status of activities. Review actual financial performance against the budget for MWA and Partners.
  • Ensure good stewardship of resources and appropriate budget management.

Membership Support

  • Provide and promote regular communication and transparency among MWA staff and MWA members in the country.
  • Engage in frequent communication with members to ensure collaborative relationships and shared value.
  • Seek ways to provide and improve value for MWA members through the above objectives and other opportunities that are developed.
  • Continuously look for new strategic partners that may add value or collective impact to MWA programs.
    Support and Achieve Activities for Direct Service Assignments as Funded by Partners
  • The CR may be assigned to deliver work on MWA direct service contracts and will ensure that they meet deadlines with high quality deliverables.

Qualifications

  • Master’s degree preferred in a relevant field, e.g. environmental studies, development studies, water resources management, engineering, and/or public health.
  • Expertise in governance (relevant legal, regulatory, county government capacity and delivery) is required. • Proven high levels of performance at senior leadership and management experience and strong networks in Ethiopia.
  • At least 10 years of high-level public-facing management experience in the development sector, preferably in water, sanitation and hygiene.
  • Proven ability to provide representation at high profile donor and governmental meeting
  • Experience engaging partners and strengthening partnerships.
  • Staff management experience and abilities that are conducive to a good and productive working environment.
  • Has the right to work in Ethiopia. Knowledge, Skills, and Abilities
