Job Description


Job Purpose

The Programme Coordinator will be responsible for leading the design, implementation, and coordination of support to IFRC supported programs/operations including the Federation Wide Emergency Appeal; as well as longer term One Country Plans and National Society Development (NSD) initiatives. The PC will be responsible for strengthening Federation Wide operation, through engaging partners in planning, monitoring, and reporting mechanisms to support operational decision making; as well as ensure that the collective and coordinated of the RCRC Movement can be comprehensively demonstrated. This position will also represent, alongside the ERCS and DjRC, the IFRC membership in external coordination, with government authorities as well as the UN and other humanitarian actors, constantly negotiating the IFRC-Wide space in the humanitarian and recovery for and ensuring application of the RCRC principles.

The position will be part of the IFRC CCD – Addis Ababa; and will report to the Head of DelegationS/he will be based in Addis Ababa will also be the potential for international travel to support DjRC; and to participate in internal and external meetings on behalf of the CCD. The Programme Coordinator will be member of, and participate in wider Disaster, Climate and Crises (DCC) departmental meetings, and resource groups as needed.

Job Duties And Responsibilities

Programme and Operation Oversight:

  • Coordinate operational planning, implementation, and monitoring of the Federation-wide supported programs/operations in Ethiopia and Djibouti. This includes the Federation Wide Emergency Appeal, and the coordination of all partners´ contributions, roles and responsibilities.
  • Responsible for support to ERCS and DjRC with the preparation of scenario-based contingency plans to strengthen their preparedness and readiness for response, in coordination with all partners.
  • Responsible for promoting a Federation Wide approach to NSD in programs/operations; and application of strategies that are consistent with the IFRC Preparedness for Effective Response (PER) approach.
  • Work with ERCS, DjRC, IFRC and pNS counterparts to strengthen Federation Wide planning, monitoring, and reporting mechanisms.
  • Hold Budget holder’s responsibility for the assigned programs/operations in accordance with IFRC financial procedures; and produce accountable financial reporting.
  • Lead discussions on Federation Wide technical support to programs/operations; and engagement with partners, donors, and other internal and external stakeholders

Implementation, Programmatic Coherence, Quality And Accountability

  • Contribute to the overall strategic vision and planning for IFRC in collaboration with ERCS, DjRC, AfRO DCC and Technical units, and Geneva.
  • Ensure program/operations are implemented in accordance with relevant IFRC standard policies and procedures. This includes working with relevant IFRC AfRO and Geneva Technical unit, IFRC Reference Centres, as well as with pNS and ICRC and other stakeholders.
  • Provide advice and support to operationalize approaches that will strengthen the capacities of ERCS and DjRC; as well as promote the innovation in the programs/operations (e.g. Digital Transformation)
  • Promote cross border peer-to-peer experience exchanges between ERCS, DjRC and other National Societies in the Africa Region (e.g. Kenya, Sudan etc.)
  • Promote the application and compliance with strategies, policies and tools endorsed by member NS in global and regional statutory mechanisms, including Strategy 2030, Pan African Initiatives 2021 – 2030, and the Principles and Rules of RCRC Humanitarian Assistance.

Resource Mobilization And Communications

  • Coordinate with the Planning and Resource Development (PRD) team in AfRO, pNS and donors to mobilize resources in support the programs/operations in Ethiopia and Djibouti.
  • Provide support to PRD in mobilising resources, including contributing in identifying and engaging with potential donors, and in preparing proposals and relevant documents
  • Maintain oversight of all funding and pledges related to programs/operations and ensure reporting is delivered on time and in accordance with donor requirements.
  • Assist the Communications team in AfRO with the production of engaging communications materials for partners, donors and other external audiences.

Coordination, Cooperation and Networking:

  • Participate in and facilitate SMCC structures related to operational and technical issues. This includes leading on decision making as called upon by the Head of Delegation.
  • Lead IFRC support to ERCS and DjRC in strengthening Strengthening Movement Coordination and Cooperation (SMCC).
  • Build and strengthen relationships with external partners – including academia and the private sector – for enhancing innovative approaches in programs/operations and operations.
  • Establish close coordination, cooperation and working relationship with AfRO Technical file holders.
  • Ensure ERCS, DjRC and pNS are aware of relevant RCRC Movement standard policies and procedures.

General Management

  • Initiate, plan and mobilise IFRC resources in support of assessment, planning, and implementation of the emergency response operations in ERCS and DjRC.
  • Contribute to the development of operational management capacity across the cluster.
  • Accountable to the Head of Delegation on achievement of results of programs/operations in Ethiopia and Djibouti.
  • Responsible and accountable for the overall day-to day management and coordination of programs/operations, including assuming budget holder responsibilities, ensuring planning and financial management in accordance with IFRC policies, standards, and practices.
  • Ensure compliance with applicable laws and agreements to minimize risk of harm to the IFRC and its personnel, properties, and resources. Includes compliance with procurement procedures and standards, identifying risks and challenges to the ongoing programs/operations, raising them with regional and country-level counterparts.
  • Responsible for preparation and input to internal operational reports (management reports, and annual updates) on programs/operations in Ethiopia and Djibouti.
  • Support the Head of Delegation in all other matters related to the IFRC activities – including ensuring strategic coherence and alignment as well as programmatic and operational coordination – and be prepared for changing working conditions and reasonable adjustments of the job description during the mission.
  • Support ERCS and DjRC in developing their business continuity planning process.
  • Provide support Head of Delegation in developing risk management matrix and keep updated.

Requirements

Education

  • Relevant university education or an equivalent of qualifying experience. Required
  • Post-graduate qualification in management or leadership. Preferred
  • IMPACT or equivalent knowledge. Required

Experience

  • At least 7 years working experience in the humanitarian sector developing and managing and developing programs. Required
  • At least 3 years working experience in the Red Cross Red Crescent Movement. Required
  • Experience in coordination in a membership organization and with other humanitarian/development actors. Preferably with experience of working within SMCC structures. Required
  • Prior work in involving capacity building of partner organizations, including preparation of plans, strategies, and delivery of trainings. Required
  • 5+ years of management and supervisory experience in a multicultural environment. Required
  • Experience in the preparation of proposals and narrative and financial reporting for donors. Preferred
  • Preferably with experience in Ethiopia and/or Djibouti. Preferred

Knowledge, Skills and Language

  • Understanding of Ethiopia and Djibouti context- humanitarian landscape, needs and opportunities. Required
  • Self-supporting in computers (Email, Internet, spread sheets, word-processing, etc.) . Required
  • High degree of discretion, tact, and sensitivity in dealing with stakeholders at all levels. Required
  • Good understanding/practice of tools such as SMCC, PER and concepts of Shared Leadership, Federation Wide approach. Required
