Job Description


Purpose of the Job:

Ensure value for money by improving flexibility, quality, efficiency, and economic use of resources throughout the procurement cycle for all regular and donor funded procurements.

Main Duties and Responsibilities:

  • Design appropriate procurement templates for the implementation of policies and procedures.
  • Assess supply market to identify potential sources of suppliers for each of the items purchased by the commissions and ensure that supplier database is maintained properly and updated regularly.
  • Monitor that requirements or specifications are developed as complete and accurate as possible.
  • Supervise the preparation and distribution of tender document for the procurement of goods and services.
  • Oversee that all bidding processes adhere to the commission’s procurement policies and procedures and to relevant Ethiopian laws and regulations.
  • Co-ordinate the evaluation of tenders, quotations, and proposals.
  • Design and implement Supplier/Vendor rating system to measure, evaluate and improve supplier performance, enabling the commission to make informed future sourcing decisions.
  • Manage supplier agreements/contracts by closely working with suppliers to reach agreement on contract terms and conditions to get best deal in terms of quality, price, and delivery.
  • Approve purchase requisitions and administer contracts to ensure compliance with terms and agreements.
  • Liaise with different stakeholders in matters related to import of goods, payment modalities, tax issues and shipment.
  • Monitor claims to suppliers and vendors for defectives, shortage, and missing parts and ensure prompt remedial actions are taken.
  • Prepare procurement and consumption related reports and submit to the finance and Admin director.
  • Review and approve requirement plan of user departments and prepare consolidated annual procurement.
  • Develop, update, and oversee the application of appropriate quality control procedures in the entire procurement cycle.
  • Lead the proper classification and codification of procurement items, and the maintenance of accurate and up-to-date information about items.
  • Coordinate the invoicing process ensuring that suppliers are being paid on time and according to terms agreed.

LOCATION :  Head Office

REPORT TO :  Director, Finance and Admin

SALARY RANGE :   Monthly salary of ETB 25,756.00- ETB 30,676.00 plus ETB 8,000.00 housing allowance and ETB 1,900 transport allowance depending on candidates  qualification, experience and earning history

Job Requirements

Qualifications and Experience:

  • MA/BA Degree in Purchasing, Logistics and Supply Chain Management, Accounting, or related fields.
  • 8 years of relevant experience for BA or 6 years of relevant experience for MA
  • Experience and knowledge of IFMIS, IFRIS is required
  • Experience working with various donors is a plus.
  • Experience in management of resources Computer literate. 
  • Excellent communication and organization skills.
  • Fluency in Amharic and English is required and knowledge of other local languages is advantageous.
