Job Description

Purpose

Join our team to  ensure development, implementation, and monitoring of SBC interventions on Health (COVID-19 RCCE, COVID-19 vaccination, immunization, maternal and child health) and Nutrition for IDPs and host communities in the Tigray region.

Specific Tasks

With overall supervision by the SBC Officer (UNICEF Tigray FO), the consultant will provide technical support for UNICEF SBC interventions, including emergency operations in the region and will be responsible for the coordination of regional level social and behavior change technical working group to accelerate SBC approaches and interventions to promote desired behaviors on COVID-19 prevention including vaccination, routine immunization/vaccination campaigns, maternal and child health practices, and to change their behaviors to improve nutrition outcomes with a focus on social mobilization, advocacy, community engagement, multi-channel communications, capacity building, misinformation management, and monitoring of SBC activities at regional and community levels.

The consultant is expected to provide technical support to following activities:

  • Develop and support implementation of regional plans on health and nutrition SBC interventions and demand promotion activities.
  • Support the health/nutrition teams at regional, zonal, woreda and community levels including facilitation/revitalization of social mobilization committees in coordination with partner agencies.
  • Facilitate coordination, planning, implementation, and monitoring of SBC interventions such as multi-channel communication, community mobilization, capacity building, advocacy and interpersonal communication with a specific focus on COVID-19, immunization, maternal and child health and nutrition interventions.
  • Facilitate community rapid assessments as necessary.
  • Document best practices, lesson learned and challenges in forms of monthly report, human interest stories and photo/video recording as relevant.
  • Develop, maintain, and update the regional level SBC strategies/plan of actions towards promoting demand for COVID-19 vaccine, routine immunization, nutrition-related practices and other primary health care services.
  • Provide support for capacity building of frontline health workers, social mobilizers, community influencers, health extension workers, media, and hotline operators on SBC activities
  • Support to contextualize the development, pretesting, translation and repackaging of existing as well as new Behavior Change and Communication (BCC) materials in consultation with RHB, UNICEF health and nutrition sections, and other relevant stakeholders.
  • The consultant will need to present the draft documents as well as the monthly reports and final report to UNICEF FO and CO
  • At the beginning of the assignment, the consultant is expected to produce and agree with UNICEF Tigray FO and ECO on work plan schedules for the assignment period.

Expected Deliverables:

  1. Review key documents, prepare, and submit an inception detail work plan of consultancy assignment after consultations with UNICEF FO, ECO, regional sectors, and key stakeholders. Submission of plan of action with list of activities, timeline, and support required in the first month of assignment
  2. Coordinate for community rapid assessments and evidence generation as necessary to collect and synthesize qualitative and quantitative information and data from the field for developing and planning evidence-based health and nutrition SBC strategy & interventions around COVID-19 and the vaccines, immunization, Nutrition and MNCH practices in the region. Submission of report on the key findings from the rapid assessment on key practices with recommendations.
  3. Map existing and potential community platforms to bring health and nutrition SBC activities to scale and facilitate/revitalize the RCCE/SBC social mobilization committees and synergize the RCCE/SBC activities at regional, zonal, woreda and community levels. Submission of monthly meeting records/reports on the RCCE/SBC/social mobilization committee meetings
  4. Support health and nutrition sections in the Planning, implementation, and monitoring of SBC interventions/activities in IDPs and affected host communities on regular basis. Submission of monthly report with highlights on key activities, lesson learned, and challenges at regional and commuity levels
  5. Coordinate with RCCE/SBC/social mobilization committees, RHB, UNICEF and partner organizations for effective and timely roll out multi-channel communication, social mobilization, community engagement and risk communication activities on COVID-19 RCCE, COVID-19 vaccination, Nutrition and MCH programs. Submission of monthly report with highlights on key activities, lesson learned, and challenges at regional and community levels
  6. Facilitate adapting, translation (into local languages), developing, pretesting, and dissemination of communication materials (print and media) for the intended audiences in consultation with UNICEF and RHB teams. Ensure technical quality, consistency, and relevance. Submission of communication materials in local languages in jpg, psd or pdf formats as well as documentations on the dissemination
  7. Develop and share regional level training packages, relevant standards, protocols, guidelines, and training materials on SBC for intended audiences including stakeholders, partners and media agencies. Submission of the final version of the materials, or guidelines in electronic copies
  8. Undertake field visits as required to monitor implementation of SBC activities, ensure visibility at all levels and provide training for frontline health workers and RHB staff. Submission of monthly report with highlights on key activities, lesson learned, and challenges during the field visit
  9. Support for regional teams in conducting trainings on SBC/RCCE for frontline health workers, vaccinators, and social mobilizers at regional, zonal, woreda and community levels and orientation of local media agencies as well as religious/community leaders, influencers, and civil society organizations. Trainings/orientations completed and submission of completion in the monthly reports
  10. Document SBC/RCCE activities, lessons learned, challenges and best practices including human interest stories and photo/video documents as relevant. Submission of documentation including lesson learned, challenges, good practices, and human-interest stories (At least 1 HIS quarterly)
  11. Compile and submit final regional SBC report, emergency, and development, from the field, sector bureaus and implementing partners including update progress on key results. Final consolidated consultancy report covering the work as per ToR at the end of the assignment.

Reporting

The consultant will directly report to the SBC Officer at UNICEF Tigray FO.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in  Health  Promotion/Communication, Social/Behavior Change Communication, Public Health, and relevant Social Sciences.
  • A minimum of 2 [Two] years of relevant professional experience in  Social and Behavior Change communication, social mobilization, and behavioral change communication
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and Tigrigna is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
