Job Description


The Association of Pastoralist Community for Change (APCfC) is a local NGO registered with the Oromia Attorney General Bureau (OAGB) under the Oromia Regional State proclamation for Civil Society Organizations, holding certificate No. WB/03/0099. APCfC is planning to kick start   implementation of  a one-year project titled “Enhancing Local Capacities and Practices for Social Cohesion and Harmony” in six adjacent kebeles: Laga Sure, Malab, and Mado Migo in Moyale Woreda, Borena Zone, Oromia Region, and Laga Sure, Malab, and Mado Migo in Moyale Woreda, Dawa Zone, Somali Region, in collaboration with Pastoralist Initiative Development Aid (PIDA).

Funded by the Embassy of Ireland in Ethiopia, the project aims to promote social cohesion and a culture of peaceful coexistence among the Borena, Garba, and Gari communities in the borderlands of Moyale District in the Oromia and Somali regions.

APCfC invites qualified professionals to apply for the available positions to achieve its project objectives.

 

Job position summary:

Under the direct supervision of the Field Project Coordinator, the consortium lead provides strategic oversight and technical guidance to the APCfC Moyale team while supporting PIDA staff in project delivery according to the donor agreement. He/she manages project activities in targeted kebeles, ensuring alignment with the work plan, budget, and timelines, while complying with donor reporting and monitoring requirements. The Consortium Lead coordinates all project components through daily planning, coordination, and staff coaching. This role also involves enhancing local conflict resolution mechanisms and promoting community engagement to address the root causes of conflicts.

 

Key responsibilities include:

  • Developing and monitoring the project work plan, and timelines to ensure timely delivery of outputs, such as establishing community-based conflict resolution mechanisms and identification and rehabilitation shared resources.
  • Provide regular updates on the project context and consortium arrangement.
  • Facilitating coordination among consortium partners, local government authorities, and key stakeholders for a cohesive approach.
  • Ensuring compliance with donor reporting requirements, including progress reports, bi-annual and annual reports.
  • Conducting regular assessments of program activities to meet established standards and best practices.
  • Participating in strategic and program designing processes related to Peace Building Programs.
  • Implementing budgetary guidelines and financial routines for the project.
  • Providing professional, administrative, and financial support for successful project execution.
  • Continuously evaluating project cost efficiency and suggesting improvements.
  • Supporting and supervising Community facilitators and PIDA Staff , including formulating individual work plans aligned with project goal and work plan
  • Establishing communication mechanisms with government representatives, community partners, and stakeholders.
  • Engaging with local leaders, elders, religious figures, and government officials to build trust and foster collaboration.
  • Organizing training sessions for local conflict resolution mechanisms and government actors on conflict management and resource sharing.
  • Promoting community involvement, particularly among women and youth, to ensure their voices are heard.
  • Conducting field visits to assess against conflict sensitivity and Do no harm approach, project effectiveness, identify challenges, and adjust strategies as needed.
  • Representing APCfC in meetings and other areas that need communication at Woreda level.

 

Required number: 1 (One)

 

Duty Station:  Moyale Town with frequent travel to project sites in Moyale Woreda

 

Terms of Employment: One-year , Full-time.

 

Basic Salary: Birr  49,645.39 (forty-nine thousand six hundred forty-five and thirty-nine cents) plus 30% hardship allowance.

About You

Qualification

  • BA and master’s degree in a relevant field such as conflict resolution, peace and security studies, development studies, Political science and International Relations(PSIR) and sociology and social anthropology.

Experience:

  • Minimum of 5 years’ experience for a BA and 3 years for an MA in managing peacebuilding and conflict resolution projects, with a proven track record in multi-stakeholder implementation in pastoralist, agropastoral, and conflict-affected areas.
  • Proven skills in project monitoring, evaluation, learning, and facilitating dialogue with diverse groups, including women and youth.
  • Strong understanding of socio-cultural, political, and economic dynamics in Ethiopia  especially among pastoralist and agro-pastoralist communities of Oromia and Somali regions.
  • Experience in community facilitation, conflict resolution, and peacebuilding.
  • Willingness to travel regularly to project sites.

Competencies:

  • Good practical knowledge of the standard computer applications (e.g. Microsoft Word, Excel, PowerPoint.
  • Good communication skills and fluency in written and spoken English and Afan Oromo languages is mandatory, and knowledge  of Somali language is an asset.
  • Knowledge and familiarity with the Project operation areas and culture and norms of pastoralist community is an asset.
  • Collaborative mindset, capable of building partnerships and teamwork.
  • Stakeholder management skills to engage and communicate effectively with relevant parties.
  • Leadership ability to coach staff, foster high performance, and work cross-culturally towards shared goals.
  • Integrity, with a commitment to ethical standards, maintaining deadlines, and gaining the trust of colleagues.
