Job Description


World Vision Ethiopia began its first intervention in Ethiopia in 1971 with relief and opened the Ethiopia office in 1975. Relief, rehabilitation and small community development projects dominated the decade that followed. During the 1984/85 drought, World Vision Ethiopia participated in a massive relief operation that saved the lives of millions of people.

Summary

Taking the responsibility of planning, implementation, monitoring and evaluation of compliance management plan to ensure the food assistance transfer standards are maintained at all levels. Also maintains the level of standard of food assistance delivery in accordance to World Vision food assistance manual, World Vision compliance response mechanism, donor requirements and standard operating procedures including environmental compliance.
The job holder also provides expert support in ensuring and implementing program accountability and compliance to WFP and WVE requirements in program intervention.

Major Responsibilities:

  • Plan and implement compliance activities to ensure program accountability is ensured, requirements are met, and result are delivered as per humanitarian principles, standards and procedures.
  • Support in improving monitoring systems, revise tools and mechanisms to establish quality commodity management in terms of warehousing, documentation, overall commodity flow and food transfer.
  • Plan and conduct field visit to verify evidence and close open findings reported through regular live food distribution observations, end use check, and post distribution monitoring.
  • Lead compliance works in cooperation with food resource management, food monitoring, and field offices.
  • Review and discuss findings observed by food monitoring team and prepare a follow up matrix sheet for follow up to close findings in timely manner.
  • Active representation in any risk monitoring meetings and compliance sessions like technical working group.
  • Build and develop the capacity of the field staff in commodity management and implementation standards to ensure compliance is sustainably and effectively maintained.

Requirements

Required Qualification:

  • BA or BSC in social work, law, supply management and other social sciences related fields of studies.
  • 5 and above Years of experience in food assistance / food programs, and development related fields related to compliance management/response.

Preferred Knowledge and Qualifications:

  • Strong knowledge and working understanding on Emergency Food resource management.
  • Experience and knowledge of USAID/BHA funded emergency food assistance projects, Red Cross code of Conduct, SPHERE Standard and HAP standard.
  • Comprehensive experience on WFP funded food program interventions (knowledge of WFP & WV commodity management policy) is mandatory
  • Formal training in Accountability, Monitoring and Evaluation, Data Management, Kobo, Core Humanitarian Standard, Data Quality Assurance (DQA) is an asset.
  • Skills and experience conducting data verification, analysis, reporting, and monitoring.
  • Technical knowledge & skill advantageous particularly on LMMS, CCTS, JAM, CTP, environmental compliance, emergency safety & security.
  • Good understanding of humanitarian standards

  • Ability to work in and contribute to team building environment
