Job Description


The International Institute for Primary Health Care – Ethiopia (IPHC-E), affiliated with the Ethiopian Ministry of Health, supports countries in strengthening their Primary Health Care (PHC) systems. This support encompasses capacity building training, program design and implementation, evidence-based policy recommendations, training of PHC leaders, innovation lab implementation, PHC strategy development, and global advocacy for PHC’s role in achieving Universal Health Coverage (UHC).

IPHC-E is interested in hiring a Communications and Public relations Officer with strong writing skills and a familiarity with the best practices of common social media platforms.

Scope of work: 

IPHC-E seeks a skilled Communications and Public Relations Officer to lead its internal and external communications efforts. The successful candidate will be a key member of the core team, reporting to the Primary Health Care Advocacy and Partnership Lead and together work in increasing the Institute’s online presence, stakeholders engagement, strengthen IPHC-E brand and expand overall visibility of the Institute’s work by creating innovative social media campaigns. This position will liaise with global, regional and local officials/experts implementing partners and IPHC-E staff members.

Key responsibilities but not limited to:

I Strategic Communications Planning & Brand Management:

  • Develop and implement IPHC-E’s annual marketing and communications plan, collaborating with the PHC Advocacy and Partnership Lead.
  • Maintain and update IPHC-E’s Brand Identity Guide, ensuring consistent application across all materials.
  • Develop and implement internal policies and procedures for consistent branding and messaging.
  • Prepare and manage communications budgets.
  1. Content Creation and Distribution:
  • Write, edit, and distribute high-quality content (publications, blog posts, press releases, website content, speeches, marketing materials) showcasing IPHC-E’s work and impact.
  • Collaborate with program leads to identify and develop compelling narratives highlighting IPHC-E’s achievements.
  • Ensure all communications materials (print and digital) adhere to brand guidelines.
  • Graphics Design Editing: Create and edit visual content for various platforms, ensuring alignment with brand guidelines and effective communication of messages.
  • Video Editing: Edit video content for promotional and educational purposes, incorporating graphics, sound, and effects to enhance viewer engagement.
  • Email Marketing: Develop and execute email marketing campaigns, including designing templates, writing compelling copy, segmenting audiences, and analyzing performance metrics.

III. Digital Engagement & Social Media Management:

  • Develop and implement a comprehensive social media strategy to increase awareness, engage stakeholders, and advocate for policy changes related to PHC.
  • Plan and schedule social media content, manage online communities, monitor analytics, and develop targeted campaigns.
  1. Advocacy Communications:
  • Develop and implement targeted communication campaigns advocating for specific policy changes related to PHC.
  • Identify key influencers, craft compelling narratives, mobilize supporters, and monitor campaign effectiveness.
  1. Stakeholder Engagement & Media Relations:
  • Manage communications with key stakeholders (government officials, partners, donors, public) utilizing social media and other channels.
  • Respond to media inquiries, arrange interviews, and proactively pitch stories to relevant media outlets
  1. Event Management & Materials Management:
  • Support the planning and execution of IPHC-E events and conferences, leveraging social media for promotion and documentation.
  • Oversee all printed materials (training documents, issue briefs, etc.) to ensure brand guideline compliance.
  • Maintain a well-organized digital archive of photos and videos.

VII. Monitoring, Evaluation & Reporting:

  • Track communications campaign analytics, prepare reports detailing successes and challenges, and implement strategies to optimize engagement.

VIII. Other Responsibilities:

  • Perform other related duties as assigned.

Terms of employment: One Year contract with possible extension based on performance

Salary:  Negotiable

About You

Qualifications, experience and skills 

  • Two to three years of experience with social media management, marketing experience, content creation, graphic design and web design.
  • Previous experience in working with international/national health related organizations.
  • Understand the best practices of main social media channels including Facebook, Twitter, LinkedIn, Pinterest, Instagram, Google+ and other social media best practices.
  • Understand the best practices of email marketing
  • Proficient in graphic design software including Adobe Photoshop, Adobe Illustrator, InDesign and other visual design tools.
  • Excellent consulting, writing, editing (photo, video, text), presentation and communication skills.
  • Excellent communication skills, including social media and multimedia skills, plus strong interpersonal skills.
  • Excellent command of English and Amharic,(written, oral, comprehension) including highly developed drafting skills.
  • Preferably excellent command of French.
  • Good organizational skills and ability to pay close attention to details
  • Preferably with health background or has previously worked for a health-related organization
