Immunization is one of the key life-saving interventions the government of Ethiopia has scaled up to address under five mortality. There are noteworthy successes through EPI. Ethiopia is certified for polio free since 2017 and maternal and neonatal tetanus are eliminated. Coverage from successive Ethiopian Demography and Health Survey revealed a positive rise in the coverage of vaccine antigens. The magnitude and trends of vaccination inequalities in Ethiopia persists by equity markers despite steady improvement in overall coverage. The major variation in coverage is geographic where there is high variation in coverage among different regions in the country.

For over two decades, Save the Children has been supporting immunization program in Ethiopia to contribute for the reduction of child mortality from vaccine preventable diseases. Through the different projects that have been implemented over the years, Save the Children supported expansion of access for immunization services, supported demand generation for immunization in the community and has supported an enabling environment for equitable service delivery and improved financing for immunization. Currently, Save the Children is implementing immunization projects in different parts of Ethiopia that supports equitable and sustainable access to life-saving immunization and essential healthcare by focusing on zero-dose and under immunized children. These projects are funded by different donors and implemented in different geographic areas. Through its pneumonia centenary commitment (PCC), Save the Children supports the Government effort to address Pneumonia, one of the leading causes of child mortality. These Projects are expected to ensure equitable and sustainable access to life-saving immunization and essential healthcare, working together with local communities and partners.

Position Overview

The Communication and Reporting Specialist is responsible to address the communication and reporting needs of the different immunization projects in SC. S/he will develop strategy/guidelines and tools for events, program reports and documentations. S/he is responsible for developing/reviewing and finalizing quality donor, government and SCI periodic and ad-hoc reports. Will lead documentation of process, program learning, case and success stories. Will lead documentation of project experience, learning and decisions to inform future actions. S/he will lead/guide and facilitate different key project events, donor visit and document reports and share briefs and stories. S/he will provide guidance and technical support to program team, government and sub-grantees/partners for ensuring compliance with program communication strategy. S/he will build the capacity of staff and partners on report writing and documentation. Will be responsible for building a narrative around data and its accompanying visualizations to convey meaning of data in a powerful and compelling fashion.

KEY AREAS OF ACCOUNTABILITY:

1. Technical Support on Communication and Reporting

• Work closely with the program team to generate and maintain the different immunization projects’ information and communication needs and producing high qualities reports/content related to the different immunization projects
• Provide technical support to program team, government and sub-grantees/partners for ensuring compliance with program communication strategy
• Review and finalize quality narrative reports up to standard for donor, government, SCI for each of the different immunization projects (monthly, quarterly, annual) in coordination with project components leads and in compliance with specific donor requirements of each projects. Ensure that any responses are noted and integrated in report, and management action
• Analyze the data to identify trends and insights. Create and manage data visualizations to clearly present complex information
• Ensure data accuracy and integrity in all donors’, government, SCI reports and conduct regular data audit to ensure quality
• Generate ad-hoc reports as requested by management
• Provide technical support to field staff, program teams and project partners in developing high quality reports, IEC materials, profiling of their programmatic achievements
• Respond to communication related issue in a timely manner
• Lead and support in the preparation, design, and implementation of communication strategy
• In charge of overseeing all internal and external communications for the Immunization Program ensuring the message is consistent and engaging
• Manage the publication and promotion of project materials
• Work on developing and compiling success stories for all immunization projects

  Lead/facilitate preparation and execution of events and project visits

• Prepare guidelines for organizing different events
• Prepare/facilitate in the preparation of TOR, schedules, and support in content creation and facilitation of events
• Facilitate/support organization, conducting and documentation of key program related events and visits
• Document different events and communicate/circulate reports/briefs as per standard
• Stay updated on external visitors (government officials, donors, high level visits) and ensure that they have adequate information on security and safety, safeguarding, transportation and other background information about the country, the project and the area of visit

• Closely work with Immunization Program Team to document case stories, success stories, process documentation
• Document all immunization communication materials for future use
• Document and share key program briefs, reports and updates with Program Director and Technical Lead
• Document project experience, learning and decisions as basis for ensuring comprehensive records of approaches adopted

  1. Capacity Building

• Assess the capacity of field team and develop and implement innovative and effective approaches to strengthen the capacity of project and partner staff and government on quality report writing, developing case stories, writing success stories
• Respond to requests for communication and reporting expertise from field offices through on-site and virtual platforms
• Identify and recommend possible supports to staff and field teams to build their capacity and to facilitate project implementation.

  QUALIFICATIONS AND EXPERIENCE:

  Education

• Master’s Degree in development communication, health communication, or related field. BSc degree with additional two years relevant work experience may be considered in lieu of Master’s degree.

  Experience and Skills:

• Minimum of 6 years of relevant work experience in development settings
• Relevant experience in report writing and communication with different donors
• Experience in developing and implementing communication strategies and materials
• Proven experience in developing quality and standard reports, communication materials for health projects, preferably for immunization/child health projects
• Knowledge of communication and branding guidelines for major donors
• Strong writing and analysis skill in building a narrative around data and its accompanying visualizations to convey meaning of data in a powerful and compelling fashion.
• Good knowledge of the Ethiopian health systems and health policy
