ROLE PURPOSE:

The jobholder will be responsible for planning, implementation, monitoring and reporting of the ASRH project coordinator, He/she will be responsible to effectively coordinate, supervise and provide support to the community facilitators in the assigned region and follow-up the implementation of the project under responsibility. The project officer will participate in the preparation of annual plan and working closely with the program coordinator and partners. He/she will provide project progress reports to the project coordinator in the field office, SCI and donor requirement. In consultation with the project coordinator, the jobholder will represent the project at regional and Woreda level external forums/meetings in his/her operation region as required. He/she will ensure strong linkage and integration of project activities with government development plan.

SCOPE OF ROLE:

The position is under the line management of the project coordinator and directly reporting to this post. This post has direct supervision role of the community facilitators in the respective Woredas to get project activities performed appropriately to contribute to achieving the organizational goal and objectives.

Reports to: The project officer will directly report to project coordinator.

Staff Directly Reporting to this Post:  Three Community facilitators.

Percentage of Travel: 75% of the time to intervention Woreda’s.

KEY AREAS OF ACCOUNTABILITY:

  • Under the guidance of the project coordinator, the jobholder will facilitate the preparation and compilation of the detail implementation plan (DIP) for each Woreda under responsibility.
  • Coordinator project activities with support from the project coordinator
  • Regularly follow-up and monitor the FGM project implementation in the intervention Woreda and ensure proper and efficient implementation of the project.
  • Identify critical issues in the implementation of FGM project in the intervention Woreda in consultation with the project coordinator and take the necessary actions to address problems and constraints.
  • Monitor project performance, plan and facilitate regularly scheduled reviews of projects with partners and stakeholders and ensure proper documentation of best practices and lessons learned in the FGM project implementation.
  • Facilitate project related assessments and evaluation through participatory process and working closely with partner.
  • Initiate and facilitate changes and improvements on implementation approaches and strategies for the FGM project.
  • Ensure that strategies for phasing out are taken care of during implementation.
  • Facilitate and ensure the involvement of children as primary stakeholders in all program work.
  • Prepare regular progress reports Training/workshops. Monthly, quarterly and annual of the project and submit to the project coordinator as per the reporting schedule.
  • Provide feedback and share lessons learned from project implementations and financial reports.
  • Liaises with the relevant government sector offices at the location as it relates to the projects under supervision.
  • Plan and submit activities implementation schedule with budget to the field office and ensure that payments are effected timely.
  • Handle other activities assigned by the supervisor.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor Degree in an area of  public health, social science or equivalent
  • Recommended a minimum of 3 years’ experience in an NGO environment, preferably with experience in community based child wellbeing/ FGM   project coordination experience
  • Knowledge and understanding of national Child wellbeing  systems, and technical knowledge on child wellbeing  monitoring and evaluation
  • Well-developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an environment with people from diverse backgrounds and cultures
  • Good knowledge of the regional context  of assignment and prior experience in working with pastoralist communities
  • Strong results orientation and ability to work under pressure
  • Experience of successfully implementing changes to processes to improve and monitor quality standards and impact achieved
  • Experience of facilitating  and shaping programs to deliver greater efficiency and effectiveness, s
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Fluency in  local regional and Amharic language required,
  • Fluency in English, both verbal and written, required
