Job Description


Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. With 165 member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.

Context:

Under the overall guidance of the Director General and direct supervision of the Regional Director (RD), East and Horn of Africa (EHoA), the successful candidate will be IOM’s interlocutor with the Government and relevant ministries, UN system, and local and international NGOs. The Chief of Mission will be responsible for maintaining IOM relations and for promoting IOM’s full range of activities with the Government, diplomatic representatives and other organizations at Ethiopia as well as for keeping the RD EHoA and Headquarters (HQ) Units informed of relevant governmental concerns and programmatic developments. The Chief of Mission will be responsible and accountable for developing and promoting IOM’s strategy and programming within the overall Regional Framework. The Chief of Mission will also mainstream the migratory approach in all the programmatic areas of the Ethiopia Country Office (CO).

Core Functions / Responsibilities:

Development and follow up of strategies, policies and programmes.

  • Develop, clarify and contribute to IOM’s overall mandate and strategy through project development and implementation in Ethiopia with appropriate consultation with the Regional Office EHoA, Headquarters, Host Government and other relevant actors.
  • Keep abreast of migration issues and emerging trends. In relation to these, formulate and advocate plans of action; undertake priority setting and seek programme and project opportunities in consultation with the RD EHoA, Regional Thematic Specialists (RTS) and HQ.
  • Play an integral role in migration policy discussions and ensure approved policies are appropriately integrated in national activities. Support the regional and international processes and dialogues on migration relevant to IOM Ethiopia. Ensure the participation of government officials in these initiatives. Advocate and promote the  organization’s position on migration issues of concern. Participate in the development of any other relevant planning tools such as National Action Plans, Poverty Reduction Strategy Papers, Migration Profiles, etc.
  • Advise the RO and HQ on national policy and emerging migration issues affecting the activities of IOM Ethiopia and make recommendations or prepare proposals for appropriate action; develop and update IOM Ethiopia Country Strategy as guided by IOM’s Strategic Vision, Continental Strategy for Africa and Regional Strategy for the East and Horn of Africa, and in alignment with the national development priorities of the Government of Ethiopia and the UN Sustainable Development Cooperation Framework, as well as global frameworks including the Sustainable Development Goals and the Global Compact for Safe, Orderly and Regular Migration.
  • Stimulate, catalyse and support project development in Ethiopia through regular stakeholder consultations. Assess the appropriateness and effectiveness of programme development strategies and fundraising and recommend process improvements.
  • Direct and monitor project planning, design and implementation of IOM activities in Ethiopia.
    Evaluate IOM’s operational activities and prepare recommendations with a view to increasing their effectiveness. Take full responsibility of the successful execution of ongoing operational programmes and development of new ones. Ensure participation of government officials in these activities.
  • Supervise the management, implementation and assure high quality performance of a large variety of projects related to migration, protracted care of refugees in an urban environment, social inclusion of migrants; community stabilization in rural areas; migration and health; diaspora engagement; Assisted Voluntary Return and Reintegration (AVRR); labour migration; border management and trafficking in persons and smuggling; and assure the inclusion of cross-cutting issues such as gender and ethnicity.
  • Advocate and support the authorities and key stakeholders on development of appropriate policies and strategies on migration management including mainstreaming into national plan and budget. Support their proactive engagement in global/regional processes such as the IGAD RCP, Regional Ministerial Forum on Migration for the Horn of Africa, African Union – Horn of Africa Initiative on Human Trafficking and Migrant Smuggling (AU HoAI), the Khartoum Process; Migration Dialogue from the Common Market for Eastern and Southern Africa Member States (MIDCOM), Global Forum on Migration and Development (GFMD) and follow up and implementation of the Global Compact for Migration (GCM) for Orderly, Safe and Regular Migration, including the International Migration Review Forum and regional reviews of the GCM,
    and Sustainable Development Goals (SDGs) going forward.
  • Promote and strengthen relationships and identify opportunities for IOM activities in response to changing issues and situations.

2. Resource Management and Capacity Building.

  • Direct the operational, human resources, administrative, budgetary and financial activities of the Country Office and oversee those of the Sub-Offices in accordance with the Organization’s rules and procedures.
  • Exercise oversight of financial management, expenditure, and budget preparation and ensure appropriate and timely reporting to donors and prepare briefings and background information requested by RO EHoA and HQ, the Government and other entities. Ensure establishment and strengthening of internal controls aimed at preventing fraud and mismanagement in all activities.
  • Facilitate knowledge generation and management through the identification of best practices and lessons learned to ensure more comprehensive and efficient delivery. Coordinate the Country Office’s intra-programmatic knowledge product development and knowledge service delivery. Facilitate learning through organization of competency advancement training initiatives.
  • Report regularly to the Director General, RD EHoA and other interested partners on progress achieved and development. Prepare regular and special reports including narrative, impact, policy, financial, evaluation and statistics covering IOM activities. Prepare briefings and background information requested by the Regional Office, HQ, the Government and other entities.
  • Ensure that safety and security management of IOM personnel, facilities and assets are addressed, in coordination with the Regional Field Security Officer and that safety/security oversight in Ethiopia is provided. Ensure establishment and regular maintenance of Business Continuity Plans (BCP) and risk mitigation and management mechanisms are in place.
  • Gather and promote sustainable/best practices, as well as lessons learned from activities carried out by the respective IOM Sub-Offices under its supervision.

Resource Mobilisation

  • Explore funding opportunities and secure funding and in-kind contributions from different departments of the Government for the organization’s activities, in the respective countries and globally, and from other donors in the Region.

Representation of IOM

  • Develop and promote liaison with governmental authorities and diplomatic missions, international organizations, non-governmental organizations (NGOs) and voluntary agencies, airlines, public media and civil society in Ethiopia, particularly with a view to identifying migration-related areas for developing common activities/projects; identify needs and priorities for cooperation and project development as well as for fundraising purposes.
  • Participate actively within the United Nations Country Team (UNCT) inter-agency mechanisms, with a view to insert migration related issues into the Common Country Analysis and the United Nations Sustainable Development Cooperation Framework (UNSDCF) process and the coordination of the UN Network on Migration.
  • Represent the Organization at national and international conferences and meetings, developing public relations and media activities to promote IOM Ethiopia image and programmes. Ensure participation in appropriate policy and operational United Nations Country Team (UNCT) inter-agency mechanisms in Ethiopia.
  • Participate in the Humanitarian Country Team (HCT) when established and contribute and provide support to inter-agency planning processes and the overall  humanitarian strategy in Ethiopia; as a cluster lead agency ensure the Camp Coordination and Camp Management (CCCM) obligations are carried out including reporting and capacity requirements.

Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education:  Master’s degree in Political or Social Sciences, Law, Economics or a related field from an accredited academic institution with fifteen (15) years of relevant professional experience.

Experience

  • Extensive experience in general management as well as project and resources management;
  • Extensive experience in diplomacy, fundraising and public relations, as well as in liaising with governmental and diplomatic authorities and international institutions;
  • Significant experience in delivering large and diverse programmes within complex environments and settings.

Skills

  • Excellent communications skills, both oral and written;
  • Ability to prepare and deliver speeches on the various activities of the Organization;
  • Excellent liaison and negotiation skills;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
  • Strong knowledge of UN and bilateral donor programming;
  • Knowledge of Monitoring and Evaluation procedures and Frameworks;
  • Strong and effective resources management skills, sound knowledge of financial and business administration and of the principles and practices of management;
  • Ability to deliver during crisis response; and,
  • Good level of computer literacy.

Languages

  • IOM’s official languages are English, French, and Spanish.
  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
  • For all applicants, fluency in English is required (oral and written). Working knowledge of French, Spanish, Arabic, Russian or Chinese is an advantage.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
