Ethiopian Catholic Church Social Development Commission Coordinating Branch office of Meki (ECC-SDCBOM) is a faith based Non-Governmental Organization having Social Development activities in the Vicariate of Meki. The Social Development activities are carried out under the Social and Development Commission Branch Office.  The office has been implementing a five-year USAID funded project entitled ‘‘Feed the Future Livelihoods for Resilience – Oromia’’_(LRO) in Ziwaydugda ,Dodota and Sire Woredas of Arsi Zone , Arsi Negele, Heban Arsi, Shalla and Siraro Woredas of West Arsi Zone and ATJK and Boset Woredas of East Shawa Zone, since September 2018.

Currently, Ethiopian Catholic Church Social & Development Commission Branch Office of Meki needs to employ personnel on the Youth Expert vacant position.

Purpose of the Position:

Plans, coordinates, directs and monitors the work of the Youth expert, ensures that project Youth livelihood groups’ capacity building activities are properly implemented in accordance with the project basic document, donor, guidelines, and standards.

The youth expert work closely with project youth officer/Woreda Coordinator and task force. S/he will lead capacity building efforts of the staff, relevant woreda and kebele government institutions

Key /Specific Duties and Responsibilities:


  • Prepares a monthly, quarterly and annual plan of action for Project and Woreda partners in accordance with the basic project document and submit within 25th of the reporting month
  • Implement appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met
  • Plan and implement capacity strengthening activities such as life skill, and innovative intervention to fight unemployment
  • Utilizing MCS & LRO resources effectively and efficiently for a given purpose.
  • Working in harmony and collaboration with project staffs, beneficiaries/ clients as well as MCS staffs as whole.
  • Being industrious to achieve LRO project objectives.
  • Recording and documenting necessary data on youth activities in the targeted areas.
  • Preparing and Reporting Youth activities on time to the concerned bodies.
  • Assist youth Officer in conducting lobar analysis in the beneficiaries’ areas.
  • Support youth officer in conducting assessment to identify available potential TVETs, research institutions, and other training institutions in the target areas.
  • Conducting capacity assessment of Woreda government target offices in knowledge, perceptions & experiences in Youth development and engagement.
  • Advising, motivating and guiding LCF, CAs, DAs etc. in their daily activities.
  • Conducting periodic meeting with CAs, DAs etc.
  • Take other responsibilities stipulated by the Youth officer, Woreda Coordinator and other project management
  • Collecting and organizing the necessary data from CA, DA etc.
  • Support technical training in the on-farm ,off fam and wage employment pathways
  • Work with the youth officer woreda coordinator and team in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities
  • Build capacity of project and Woreda government institutions and communities through each project phase
  • Provide appropriate technical support to community animators at kebele level in delivering work readiness training for working PSNP clients.
  • Lead the planning, organization, and implementation of Youth employment activities


  • Ensures that human, material and financial resources are utilized efficiently for the appropriate implementation of the project activities
  • Facilitates capacity building/skill upgrading training of the project staff and local community in consultation with the project manager
  • Facilitate independent operation of project activities and gradual withdrawal – based on increased organizational and management capacity


  • Coordinates the implementation of the project activities in line with the objectives of the project
  • Organizes the project staff to be committed to carrying out their duties and responsibilities on the basis of participatory approach and teamwork
  • Participates in key stakeholders joint planning and collaboration events
  • Liaise with other NGOs, relevant Government agencies to ensure good coordination of effort, avoid duplication, share lessons and approaches for maximizing impact
  • With LCF, participate in training and capacity building efforts for development agents on crop and livestock production and management techniques
  • Along with MEAL expert, administer surveys to targeted communities to determine skills and governance capacity of community structures, and clients’ basic knowledge, participation and appreciation of activities;


  • Ensure the quality and appropriateness of activities to achieve the target indicators in a cost-effective, timely, and sustainable manner
  • Ensure timely and high-quality delivery of the components of the project
  • Ensure procedures are properly followed among the youth pathway panels when selecting and recommending pathway options.
  • Ensure Project resilience approaches are aligned with the GoE PSNP IV guiding principles and milestones to households achieving graduation from the program
  • Ensure the quality and appropriateness of activities to achieve the target indicators in a cost-effective, timely, and sustainable manner

Reporting and documentation

  • Review and compile monthly, quarterly and annual/biannual physical report to the MEAL officer/experts within 25th of the reporting period
  • Ensure that all donor requirements are met, including timely preparation of both narrative and financial reports

 Work Communication

Importance of the communication 

  • To assure the collaboration of specific project sector activities with specific woreda line office/s and other NGOs in the intervention area to have a smooth implementation of the specific project activities
  • To exchange/share specific sector base activities information with relevant Woreda sectors
  • To ensure joint planning, implementation, and monitoring of the specific program intervention with relevant woreda sectors
  • To share specific program component performances report, assessment, training, workshops, meetings, and experience sharing to manager/Woreda Coordinator
  • To get directions and approval from Senior Program Officer, Program Manager I, Manager II and Woreda Coordinator
  • to roll out directions and approval to junior program officers


  • Performs other related activities as assigned by immediate supervisor
  • Adheres to ECC-SDCCOM rules and regulations

Required No: 9 (Nine)

Job Requirements

Qualification and Experience:

  • BA/BSc Economics, Rural Development, Sociology, development studies, management, and another related field from recognized university/colleges
  • A minimum of 1-3 years’ experience for BSc
  • NGO experience is preferable

Competencies /Knowledge, Ability and Skill

  • A people-person, able to supervise and motivate staff and partners to develop and maintain high-quality programming. A solid team player who is able to work with a diverse group of people and organizations
  • Strong communicator with good presentation, written and organizational skills.
  • Energy and stamina to withstand long working hours and often stressful conditions.
  • Strong computer skills, word, excel, powerpoint, use of the internet
  • Fluency in English required. Amharic and Oromiffa knowledge’s Preferable
  • Practical experience and understanding of the relevant technical competencies required in food security issues
  • Good understanding of youth development issues in arid and semi-arid areas is desirable
  • Experience and skills in playing a supportive role, demonstrating the ability to support field teams’ members to deliver results for operational work
  • Proven ability to analyses socio-economic contexts and monitor change to translate into appropriate planning, decision making, and lesson learning
  • Able to plan and monitor the use of human, material and financial resources based on the approved proposals, plans, and strategies
  • Demonstrated ability to work effectively and sensitively within different value systems, diverse cultures and commitment to gender equity and empowerment
  • Demonstrated experience in integrating gender, climate, HIV/AIDS, and diversity into programming.
