Save the Children in North Eastern Ethiopia working for the past 30 years in humanitarian and development projects and help the needy community. Following the Northern Ethiopia conflict, save the children plan to implement humanitarian projects by funds got from USAID-BHA. The project focus on Nutrition, WASH and Protection thematic and will implement in four Woredas of North Wollo (Gidan, Lasta, Angot and Wadila).
The Case management Coordinator, under direct supervision of Child protection and Education Program Manager with technical lead of CP specialist, is responsible for overall delivery and management Amhara response case management, to be implemented under Amhara region for the conflict crisis.
The overall aim of the Case management Coordinator will be to assess, design and guide staff to initiate interventions to address violations of children’s rights to protection from abuse, exploitation, violence and neglect and psychosocial distress due to impact of the conflict. The Case management Coordinator is responsible for ensuring that quality programmes are initiated and capacities developed to provide case management from case identification to case closer.
The Case management Coordinator will be expected to lead on sectoral assessment, project planning, coordination, and support fundraising, recruitment and procurement, usually at a regional or sub-national level. In most circumstances, the post holder will be expected to mentor and/or capacity build existing programme staff and partners’ staff as well.
The position holder will work in close partnership and coordination with CP stakeholders, sub cluster coordination BOWYCA, sectors and other local government stakeholder’s within the targeted locations.

MAIN RESPONSIBILITIES

  • Conduct identification, assessment, documentation and referral (to relevant services) and follow-up of protection cases.
  • Provide information, advice and facilitate access to social services for vulnerable children.
  • Conduct follow up and support in temporary shelters.
  • Properly document all protection cases that went through the case management process
  • Conduct vulnerability analysis in line with Save the Children vulnerability assessment toolkit and define targets for case management services
  • Map and coordinate with service providers to support case management activities
  • Develop referral path way to ensure access to holistic and quality services
  • Conduct assessment to identify the safety and protection of needs of the child, develop care plan, implement the care plan and conduct follow-ups.
  • Conduct capacity building training on case management for governmental and non-governmental service providers
  • In collaboration with government stakeholders prepare detail annual and quarters action plan and ensure the implementation
  • Closely work with case management team and stakeholders in the course of project planning and implementation
  • Ensure preparation of timely and quality quarterly and annual project progress reports
  • Facilitate and ensure the involvement of children as primary stakeholders in all project work
  • To ensure effective implementation of case management services through appropriate assignment of cases, monitoring and guidance to caseworkers
  • To provide guidance to the case management team individually and through group meetings
  • Ensure the project is implemented in a ways responsive to the community, and children in line with Save the Children principles, values and strategic plan and following Save the Children Compliance procedures
  • Foster collaborative environment and team spirit among stakeholders
  • Conduct regular monitoring visits, support stakeholders at the project sites and prepare reports for documentation and follow-up actions
  • Liaise closely with protection actors in the field to ensure an understanding of the overall issues and effective collaboration amongst partners
  • Conduct regular coordination meetings among governmental and non-governments service providers to improve access to and quality of case management services
  • Facilitate the development and signing of standard operating procedure for case management services
  • Regularly review documentation of CP cases through case audits, review of files and databases. Ensure confidentiality and that data protection and information-sharing protocols are respected.
  • Monitor and analyse child protection data collected by the Case Management team and provide regular reports to Child Protection Coordinator.
  • Schedule and lead case management meetings every two weeks with the Case Management team
  • Conduct monitoring and supervision of the planned project activities implementation
  • Strengthen participatory and collaborative supervision and monitoring system
  • Ensure that Social workers, psychologist and other project staff understand and are able to perform their role based on the project objectives and expected outcomes.
  • In close collaboration with project staffs provide leadership and manage the performance of intervention areas.

QUALIFICATIONS AND EXPERIENCE

  • Advanced degree in psychology, social work or child protection related field with a minimum of 5 years related work experience in the area of Child Protection. Experience in child protection in emergencies is a benefit.
  • Experience in working with government counterparts and other partners at various levels – federal to district.  This includes technical support, capacity building and coordination.
  • Excellent understanding of Child Protection issues in Ethiopia at both field and policy levels in general and excellent understanding of child protection in emergencies in particular.
  • Practical understanding of the challenges and opportunities in realising children’s rights in Ethiopia more specific Amhara conflict, in relation to thematic area.
  • Experience in managing Child Protection projects in emergency conflict context
  • Strong data collection, analysis and report writing skills.
  • Demonstrable experience in M&E
  • Good presentation, training and facilitation skills
  • Proven ability to manage a complex and demanding workload
  • Good spoken and written English,
  • Good computer skills (particularly Excel, Word and databases)
  • Commitment to Save the Children child protection policies
  • We offer a competitive package in the context of the sector. The duty station of the position holder will be East Amhara, North Wollo Woldia for 9 Months with possible extension. This role is offered on the basis of national terms and conditions only.
