Job Description


The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia including WASH and shelter provision, child and youth protection, Gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE: 

Under the line management of the Area Manager, the Base Manager will be responsible to ensure compliance to DRC procedures and guidelines at base level. Contribute to the development of base strategies which are translated into action plans and day to day tasks. The incumbent will closely work with staff at all level and partners in Dima to ensure that quality services are delivered in Okugo camp. The Base Manager must be able to represent DRC well at every level with donors, authorities and host communities alike. The role will require strict oversight of programme implementation, reporting and ensuring that DRC policies and procedures are closely adhered to

Key Jobs Responsibilities and tasks;

To achieve the overall and specific objectives of the position, the Base Manager will perform the following tasks and undertake the following responsibilities:

Management and coordination

  • Overall responsibility in managing DRC offices operations and program implementation in Dima base including the day to day support services provision at base office and program implementation at Okugu camp
  • Represent DRC publicly at the site level, including in coordination fora with other agencies, and be the main point of contact for any Dima issues
  • Provide weekly bi-weekly and monthly update on overall base management related issues to the Area manager on a timely manner.
  • Maintain a constructive and cordial relationship with the partners, beneficiaries and host communities throughout the project implementation in the area of responsibility.

Programming: 

  • Ensure that project cycle management is carefully applied (needs assessment, planning, resources allocation, beneficiary selection, monitoring, reporting) .
  • Contribute to analysis of the local context, in order to anticipate future needs and plan future programming accordingly.
  • Monitor the progress of projects against work plans and provide appropriate support to senior project staff and support staff to ensure high quality programs are delivered.
  • Ensure recommendations and guidance provided by technical units are incorporated into field activities and work plans.
  • Facilitate the roll-out of technical resources, materials, and tools for project deliverables.
  • Engage in regular communication with support Services Team Leader, Area manager, Program manager and relevant team leaders on project implementation strategy and needed support.
  • Ensure all DRC policies are implemented and adhered to in the area of responsibility.

Administration, Logistics and finance

  • Actively participate in the master budget preparation for Dima and ensure all cost related to office administration are sufficiently factored in the master budget.
  • Capacity to develop budgets and manage them in a time bound accurate way as budget holder
  • Ensure time sheet for incentive workers and daily labor is collected and reviewed in a timely manner
  • Ensure efficient financial, administrative, HR, and logistical supports are provided to the base on time.

Human resources

  • Manage the Dima team and support respectful and positive working relationships which allow for the effective implementation of all activities.
  • Participate in the recruitment of the staff intended to be based in the Dima base as assigned by the Area manager.
  • Collaborate with Gambella based Support Services team Leader to ensure staff evaluations are conducted on a regular basis.
  • Monitor staff performance and conduct Bi-Annual and Annual Evaluation to ensure compliance with job requirements and DRC policies and values (including Code of Conduct and PSEA trainings are held on quarterly basis).

Safety and Security

  • In collaboration with the area manager and the safety focal point ensure the safety of DRC staff, program and property is secured.
  • Assume responsibility for staff safety in the area of operation.
  • Ensure all relevant information regarding safety, security and the context is collected, updated and shared with the Area manager and Hayat in Addis in a regular and timely manner.

Requirements

Experience and Technical Competencies: (include years of experience)

  • Minimum 5 years of experience with 2 years in mid-level to senior position, with experience in the field of humanitarian response and refugee/IDP protection working for an international NGO, UN agency or relevant ministry or local authority.
  • Experience working with displaced and/or conflict affected populations, such as refugees or IDP, with a focus on protection.
  • Strong planning, problem solving, analytical and writing skills, with the ability to use planning tools appropriately, and produce well-written documents for internal and external use.
  • Strong sense of integrity, strong work ethic, and ability to consistently meet deadlines.

Education (include certificates, licenses etc.):

  • Master’s / Bachelor degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
  • 5 years’ experience in the humanitarian field with proven success in management and people skills.
  • Excellent knowledge of the project management cycle and experience managing multi-sector projects with large teams.
  • Previous experience managing protection projects.
  • Previous experience working with multiple donors.
  • Ability to communicate key information in an easy to understand, informative and collaborative manner.
  • Clear understanding of humanitarian principles works with integrity leading by example.
  • Is able to work in isolated intense conditions and able to stand up to staff who operate differently.

Languages: (indicate fluency level)

  • Excellent verbal and written proficiency in English
