About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

General Assignment:

Summary of position

Manage the logistics at the base level, bring technical support, and organize capacity-building activities for the logistics team.

The Base Logistic Manager Role’s purpose, engagement, and delivery are:

Purpose (The substantive focus of the job encompassing scope, depth, and difficulty of work both conceptual and applied)

Objective 1:  Manage the operational logistics at the base level

Responsibilities:

  • Define and follow the logistics organization of the base: chain of supplies, management of all equipment, management of fleet, Communication, rehabilitation, etc.
  • Define and plan the logistic needs: work out the financial plan, check the purchasing forecasts for the base, plan and manage the logistics budget lines, check and analyze the expenses;
  • Implement and standardize logistic procedures as defined in the Kit log latest version;
  • Recommend for the definition of additional logistic procedures if necessary;
  • Liaise with the Country office and other departments concerning logistic aspects.
  • Bring technical support in all aspects related to logistics

Objective 2: Implement and ensure the performance of the Supply chain

Responsibilities:

  • Ensuring conformity with Action Against Hunger procedures at each stage of the supply chain
  • Performance in respect of costs, quality, and timeliness in the supply chain (purchasing, transport, stock).
  • Advice, information, and alerts on the processing of requests to the requesters
  • Contributing to the Project Procurement Plan (PPP) and Supply Plan (SP) at the launch of new projects
  • Receiving and approving the Procurement Requests and updating the Procurement Follow-Up
  • Putting in place and arranging for purchases in a timely manner and in accordance with the Action Against Hunger procedures applying to each purchase (Supply, Services, Work, Property)
  • Controlling deliveries to sub-bases and programs
  • Control stock management (storage conditions, reporting, expiry dates) and stock movements
  • Collecting data on the market and local suppliers

Engagement: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

Objective 3: Represent Action Against Hunger when liaising with partners:

Activities:

  • Represent Action Against Hunger when it delegated by FC/DFC;
  • Participate in the logistics cluster meeting at the base level

Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

Objective 4: Implement and ensure the performance of facilities management

Responsibilities:

  • safety of the working and living environment
  • provision and maintenance of logistical equipment
  • security of logistical equipment, training, and assistance to users
  • provision of water and energy supplies for the functioning of the base and the living environment
  • Undertaking or supervising the installation, maintenance, and repair of logistical equipment
  • Maintaining the equipment list at the base
  • Assessing the needs for logistical equipment and ensuring proportional allocation
  • Supervision of the energy sources and vehicle fleet management: maintenance, planning, monitoring costs, administrative aspects (insurance, documentation)

Objective 5: Contribute to Security Management

Responsibilities:

  • working with the Field Coordinator on the definition of a local security plan
  • putting in place security guidelines for the base and ensuring they are properly applied
  • Maintenance of an effective network, with local input, on contextual and security matters, collection  and analysis of information to inform the risk and context analysis undertaken by the Field Coordinator
  • Security briefing and training of Action Against Hunger teams
  • Monitoring the application of security procedures, issuing reminders, and alerting the Field Coordinator as and when necessary

Objective 6: Human Resources management and capacity building:

Activities:

  • day-to-day management of his/her team (guidance, follow-up, motivation)
  • evaluating the performance and developing the skills of his/her team members
  • Defining the Human Resources needs in his/her area of activity and producing the organizational chart of his/her team
  • Taking part in the recruitment of his/her teams
  • Organizing and leading team meetings
  • Working out and monitoring individual action plans for team members
  • Managing planning operations, task sharing, and coordination of work
  • Managing difficulties in the team

  • Base logistics team

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel, and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
  • Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as infectious diseases.

Job Requirements

Required Qualifications and Professional Experience

  • B.A./Masters Degree in Supply Chain Management/Business Administration or equivalent field of studies and at least 5 years work experience in a similar position.
