Job Description


The Save the Children in Ethiopia Country Office (CO), in support of the Government of Ethiopia (GoE), has continued to contribute to the well-being of Ethiopian children in development and humanitarian contexts. We work to provide immediate humanitarian relief and long-term sustainable development.

ROLE PURPOSE:

Be the point of contact for development and revision of the country offices Master budget
Work with all departments, field offices and BHs in the formulation of country office annual budget/plan (CAP) and resource allocation.
Support Budget Development coordinator in the formulation of new proposal Budget and resource allocation and supports
Work with Awards team and make sure that appropriate Account codes, Cost Centre Codes and Project codes are inserted and upload awards budget on Agresso
SCOPE OF ROLE:

Reports to: Sr. Budget Development Manager

KEY AREAS OF ACCOUNTABILITY:

Annual country office Plan/budget (CAP) development

  • As part of the country annual planning process work closely with all departments and compile Country annual budgets ( Master budget)
  • Liaise with all departments and Field offices in collecting human resources (salary costs, staff-related activities), operations and programmes (programmatic activities), support services (non-thematic costs) and Information
  • Ensure that the MB includes expected cost of delivering the annual plan, shows the anticipated funding and identifies any unfunded costs
  • Work with different stakeholders to ensure that costs in the MB are analysed in different categories as per SCI requirement
    • By type of cost (sub-awards, GIK, other direct expenses, etc.)
    • by sub-theme
    • by status of funding (secured / likely secured / pipeline/ non-award funded SOF)
  • Identifies secured / likely secured / pipeline/ non-award funded SOF
  • Ensure that country office costs are correctly allocated to the appropriate themes and context, particularly ensuring that costs are correctly coded between non-thematic and thematic/ cross-thematic.
  • Ensure that Staff cost table within the MB is complete, accurate and includes basic salary and all benefits
    • Salary
    • Social security costs covered by SCI
    • Insurance
    • Pension contributions where applicable
    • Tax costs covered by SCI
    • Terminal grant expense
    • Medical benefits
    • Other benefits (e.g. housing, relocation, education, R&R etc.)
  • Based on the approved Master budget prepares country level staff costing master file with complete information including identified salary gaps
  • Work with Proposal Budget development coordinator that all new proposals include appropriate field office and country office salary and shared costs are recovered
  • Update staff costing master file on monthly basis, analyse and report on any salary funding gap and plan with Proposal Budget development coordinator to be considered in new proposals
  • Work closely with effort analyst in producing monthly staff cost allocation
  • Prepare periodic reports on the status of country office grant portfolio including active and pipeline grant profiles

Proposal Budget development

  • Actively involved in proposal budget development and support the proposal development Coordinator
  • Ensures readiness to respond to calls for proposals for large grants and provide necessary budget formulation support to programme staff.
  • Liaise with other units in
    • Price collection,
    • Documenting cost data from field offices,
    • Filing cost application final documents,
    • Edit templates and
    • Other support functions in process of standardizing cost recovery tools, templates and methodologies.
  • Perform other tasks and responsibilities as may be required from time to time by budget and proposal development head

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Accounting
  • 4 years of proposal development, budgeting and grants management
  • Computer knowledge in MS Office (Excel, Word, etc)
  • Strong analytical knowledge on budget implications on a long-term basis.
  • Willingness and ability to dramatically change work practices, flexible in working long hours and ability to work with incoming surge teams;
  • Excellent interpersonal, communication and presentation skills;
  • Fluency in written and spoken English;
  • Commitment to Save the Children’s values, vision and mission
  • Teams, in the event of emergencies
