Job Description


The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organization that provides assistance, protection, and durable solutions to refugees and internally displaced persons worldwide. The majority of our more than 4000 staff members are national employees in NRC’s projects in over 30 countries in Africa, Asia, America, and Europe.

Roles & Responsibilities:

The Programme manager is responsible for implementing integrated programmes and represents the NRC at coordination forums, as delegated from Area Manager and member of the Area Management Group. The following is a brief description of the role.

Generic Responsibilities:

  • Line management for Core Competency project managers and coordinators.
  • Compliance and adherence to the NRC policies, guidance and procedures;
  • Responsible for ensuring programme support to integrated programme, coordination and technical quality in Area operation;
  • Provide area specific input relevant for CC strategies;
  • Compliance to donor standards, and grant management and regular reporting to donor in Area;
  • Identify funding opportunities and develop funding strategy and forecasts;
  • Responsible for grants management and Budget Project Overview (BPO) allocations in the Area;
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation;
  • Manage emergency response in the Area;

Specific Responsibilities:

  • Deputise AM when appointed;
  • Representation in sectorial coordination, clusters and/or working group in the Benishangul Gumuz Region;
  • Responsible for Project Cycle Management in Area, including Grants start-up, review and Closure meetings;
  • Lead multi sector assessments; ensure that projects target beneficiaries most in need of protection, and explore and assess new and better ways to assist.
  • With the support of the CC Coordinators, lead the proposal development process for new funding opportunities with closely coordination of the CC Specialists and Grant Unit.
  • Support the CC Coordinators in the implementation, monitoring and evaluation of projects in the area.
  • Work closely with Area Manager and Support Coordinators (Finance, Logistics and HR) as well as the CO Support team to ensure the delivery of the project materials and contractual agreement are done in a timely manner;
  • Ensure capacity building of all technical staff;
  • Additional tasks assigned by supervisor.

Qualifications and Competences:

Generic professional competencies for this position:

  • BA in Sociology, Economics, Agricultural Livelihoods or related social science is required
  • MA in business administration in field of studies related to management is an advantage.
  • Minimum 5 years’ experience from a management position in a humanitarian/ recovery context
  • Experience designing and managing Integrated Programmes
  • Experience and working knowledge on Durable Solutions
  • Experience from working in complex and volatile contexts
  • Expertise in one or more of NRC core competencies is an and advantage
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Basic computer skills and different reporting system
  • Knowledge on Agresso system

Context/specific skills, knowledge and experience:

  • Experience with Programme management design and PCM tools
  • Understanding and experience of protracted crisis contexts
