The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Air Operations (Air-Ops) Officer 3 (One year fixed term contract), based in Addis Ababa.
GENERAL DUTIES
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
- Understands and adheres to the ICRC Code of Conduct.
- Understands the roles of the components of the International Red Cross and Red Crescent Movement..
- Respects and observes staff regulations and security rules at all times
- Represents the ICRC in a professional manner at all times.
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
AirOps Management (40%)
- Processes passenger and cargo booking requests through the ICRC AirOps Management System (AOMS3).
- Transmits all relevant communication related to flight tasking and keeps the AirOps Manager informed of delays, irregularities and security issues that might affect ICRC aircraft and passengers.
- In coordination with the handling agent, coordinates ramp activities and aircraft ground operations, including the movement of passengers, luggage, cargo and diplomatic mail through customs and immigration, as well as the loading, unloading and fuelling (of ICRC aircraft and ad hoc charter planes).
- Establishes daily LP/Load Plan and the Flight Schedule to be transmitted to all relevant departments and concerned organizations.
- Ensure that passenger tickets, AWB’s, manifests, general declarations (if required), and packing lists are correctly issued for each flight and correspond to the actual loading.
- Supervision of the check-in procedures of the passengers, their baggage and cargo.
- Ensure all flights have necessary Overflight Clearance & Landing Permit – as required.
- Monitor radio communications through Radio/ADD and maintain flight-progress watch (Satellite Tracking).
- Report any irregularity to AOM, LogCo, DHoD, and Geneva as deemed necessary.
- Co-ordinate priorities and ensure that operational needs are met, and resources optimized cost effectively.
- Ensure adequate Jet A-1 fuel supplies for operations and contingencies where necessary.
- Ensure that all ICRC security procedures, IATA Dangerous Goods Regulations [DGR] rules are understood and observed by all delegation’s members and passengers.
AirOps Administration (40%)
- Analyses, prepares and checks all billing and expenditures relating to ICRC air operations and compiles supporting documents/vouchers for the AirOps Manager.
- Ensure necessary administrative work is implemented on time eg Time Reporting, invoice processing to suppliers etc.
- Prepare the Monthly Statistics Reports for submission to ADD and GVA.
- Obtains airport passes for ICRC personnel and vehicles; keeps track of amendments to airport operating procedures, security rules and access rights.
- Ensure systematic filling of key AirOps documentation as per AirOps procedures.
Support to AirOps Manager (10%)
- Act as reference point during AOM’s absences.
- Present synthesis of problematic occurrences succinctly and accurately and help with solutions.
- Participate and represent AirOps in internal meetings and external meetings (UNHAS, NCAA, etc…).
- Report on events and changes within the region that could have an impact on ICRC’s activities and providing sound elements to the Delegation that assist in establishing objectives and priorities.
- Assist AirOps Manager in tracking contracts validity (Jet A1, handling, services, etc…) and initiating tenders in due time in order to avoid contracts laps, by liaising closely with ADD_Purchase.
AirOps Quality and Safety (10%)
- Trains and coaches ground staff in aircraft handling procedures.
- When required, analyze safety reports and input accordingly into Intelex as per published workflow.
- Perform quality checks on operators (ramp check and ramp inspection, aircraft inspections) fuelers (fuel installation checklist) and any other supplier as required.
- Monitor and verify fulfilment of all AirOps contracts (Ad-hoc charters, Jet A-1 fuel and Ground Handling – with contracted organizations and operators).
PEOPLE MANAGEMENT RESPONSIBILITIES
- Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.
- Oversee and direct activities of AirOps focal points in the countries. Although these positions are not directly under Air Ops ADD (under each Office) they are indirectly responsible of some AirOps related, and this is the responsibility of the AOO to monitor and supervise where necessary.
- Coordinates and supports the employees under their direct supervision and other staff in their personal development by coaching and advising them on internal and external training and development possibilities.
ADDITIONAL DUTIES
- The employee may be asked to perform duties and tasks not covered in this job description as well as to provide support to other departments when necessary.
- Follows up on all work-related messages and correspondence with the relevant contacts and departments.
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
- Takes responsibility for their own professional learning and development.
Job Requirements
- Bachelor’s or equivalent university degree in air transportation, or a combination of education, professional training, certification in air transportation and experience in a related job, such as safety and maintenance or air traffic control.
- Additional vocational training in logistics or aviation an asset.
- Fluent command of spoken and written English, Amharic.
- Advanced computer skills including working knowledge of Flight planning and Flight departure Control systems.
- Driving license for light vehicles.
- Minimum 5 years’ relevant professional experience at an airline, flight department or airport.
- Managerial experience in air charter operations an asset.
- Knowledge of technical aviation terminology.
