The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Air Operations (Air-Ops) Officer 2 (One year fixed term contract), based in Addis Ababa.
GENERAL DUTIES
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
- Understands and adheres to the ICRC Code of Conduct.
- Understands the roles of the components of the International Red Cross and Red Crescent Movement..
- Respects and observes staff regulations and security rules at all times
- Represents the ICRC in a professional manner at all times.
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
Air Operations
- Receive/filter and respond to messages regarding flight bookings for fixed wings and/or UNHAS and ET Airlines, including and sharing with concerned units/departments. Respond to visitor’s enquiries as required.
- When required highlight to AOM any incorrect bookings, and/or request adjustment to the requester
- Ensuring all ATRs are booked timely and accurately with the correct passenger information, luggage booked and routing for timely flight planning. Book passengers and cargo on UNHAS and ET when required.
- Establish and distribute flight manifest as required and respecting set timelines and ensuring that all passengers and cargo booked for fixed wings are captured in the final manifest.
- Perform check-in as per ICRC Procedures and ensure on time departure from office to airport.
- Brief all passengers and concerned ICRC units about ICRC AirOps guidelines and procedures.
- Co-ordinate with the logistics/fleet for the transport of passengers and cargo to and from the airport
- Provide guidance and assistance to passengers and non-AirOps ICRC staff; assist with loading and offloading of passengers’ personal effects and cargo when needed.
- Follow-up weather trends, obtain and provide to crew and AirOps team required METAR-TAF as well as all required operational information, to allow safe flight planning and dispatch.
- The day of the flight perform flight following to monitor the position of the aircraft, react to operational issues and communicate to all involved focal points and suppliers (fuel, handling, etc…).
- Follow-up on weather and security reports in Ethiopia.
- Act as the local liaison person for the ICRC for relations with UNHAS and ET Airlines.
- Coordinates as necessary with other services at the airport, such as intelligence officials, airport authorities, security personnel and humanitarian officers.
- Coordinates the movement of passengers, luggage, cargo and diplomatic mail through the airport, and processes them through customs and immigration.
AirOps Administration
- Maintain coherent, exhaustive and up-to-date files relative to all AirOps activities into Team Space (flight documents crew documents, operator contacts, flight booking, access permits, etc.)
- Provide adequate reporting about AirOps activities in Ethiopia to the Air Operations Manager.
- As main focal point for UNHAS and ET Airlines, in Ethiopia, ensuring that information such ATRs and tickets of passengers booked on UNHAS are documented for proper accounting purposes and in compliance with finance requirements for settling of UNHAS account payments on monthly basis
- Arrange meeting and contacts for the AirOps Manager when required
- Keep close contact with relevant government officials and interlocutors in Ethiopia.
- Maintain an adequate relationship with the airport authorities and the ICRC
AirOps Quality and Safety
- When required, issue field assessment reports for RED768 destinations, and participate to ramp, aircraft and spare part maintenance, and any other inspections with AOM
- On monthly basis, perform quality check on RED768 flight folios, to ensure that documentation is correct and filed properly.
- Trains and coaches ground staff in aircraft handling procedures.
Dangerous goods documentation and management
- As IATA DGR Cat 6 certified personnel, fill, issue and distribute Dangerous Goods documentation for any shipment of DGR scheduled to fly on RED768
- As required, ensure that all DGR intended to fly on RED768 are packed and marked as per IATA regulations
- Provide training and guidance for DG regulations to focal points and key personnel, in Addis Ababa and in the field
PEOPLE MANAGEMENT RESPONSIBILITIES
- Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.
- Oversee and direct activities of AirOps focal points in the countries. Although these positions are not directly under Air Ops ADD (under each Office) they are indirectly responsible of some AirOps related, and this is the responsibility of the AOO to monitor and supervise where necessary.
- Coordinates and supports the employees under their direct supervision and other staff in their personal development by coaching and advising them on internal and external training and development possibilities.
ADDITIONAL DUTIES
- The employee may be asked to perform duties and tasks not covered in this job description as well as to provide support to other departments when necessary
- Follows up on all work-related messages and correspondence with the relevant contacts and departments
- Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
- Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
- Takes responsibility for their own professional learning and development
Job Requirements
- Diploma in aviation and/or a combination of education, professional training, certification in air transport and relevant work experience.
- A minimum of 2 years’ relevant work experience at an airline, flight department or airport.
- Additional vocational training in logistics or aviation an asset.
- Work experience in a field related to air transportation required.
- Knowledge of technical aviation terminology.
- Fluent command of both spoken and written English, Amharic.
- Advanced computer skills including working knowledge of Flight planning and Flight departure Control systems.
- Driving licence for light vehicles.
