Special Initiative on Training and Job Creation Cluster Support in the Agriculture and Food Industry in Ethiopia

 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German state-owned company, which is working in the field of technical and international development cooperation in more than 100 countries worldwide.

 To improve the economic conditions along selected locations and economic sectors (clusters) in individual African countries, GIZ has set up the programme “Special Initiative on Training and Job Creation”, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). In Ethiopia, there are two SI Jobs Projects focussing respectively on a) the textile sector (SI Jobs I Textiles) and b) the agro-processing and food industry (SI Jobs II Agro-Processing). Project implementation period is set from November 2019 – October 2022 (for the SI Agro-Processing) and December 2018 – June 2022 (for SI Textiles).

The main objective of both SI Jobs projects is to increase the employment-effective growth of micro, small and medium-sized enterprises (MSMEs) in selected sectors. Their interventions are within 3 main fields of action: 1) Cluster: Promotion of business locations and sectors, 2) Business & Investment: Promotion of sustainable investments, 3) African SMEs: Development of the African middle class. The above-mentioned two projects in Ethiopia plan to cooperate with more than 400 companies in Ethiopia.

Place of Work:

Addis Ababa. The position may  require travels outside of the duty station.

Contract Duration: 

From August 2021 to October 2022 (with the possibility for an extension)

Job Requirements

Responsibilities and Duties

The M&E Advisor will be responsible for the monitoring and ensuring high quality timely     inputs, as well as making sure that the 2 projects maintain their strategic vision and that its activities result in the achievement of the intended outputs in a cost effective and timely manner.

The M&E advisor will be responsible for designing and implementing the M&E activities of the above-mentioned two projects, monitoring the project activities on a regular basis, assisting with the maintaining of the Special initiative information system (SIIS) and also collecting & analysing of different data in relation to the project activities.

He/she will work and coordinate closely with another M&E specialist, the respective project teams as well as government officials, private sector, non-government and civil society organizations.

The M&E advisor will have the following duties and responsibilities:

  •  Planning, coordination, and implementation of regular M&E activities for both projects
  • Development and strengthen monitoring, inspection and evaluation procedures
  • Assisting in the revision of the project matrix, particularly in the areas of performance indicators and their measurement
  • Provide inputs, information, and statistics for the different kind of reports to the two Project Management Teams
  • Support project monitoring and regular update on project progress, activity reports and status of results
  • Coordinate and supervise M&E data collection and if needed conduct additional interviews and case studies
  • The above task includes active communication and coordination with externally contracted local M&E firm for the survey data collection, management and analysis. Routinely follow ups should be conducted with the local experts whether the planned activities are as per the schedule and deliverables are of expected quality.
  • Perform data cleaning, entry, processing, analysis and reporting
  • Produce reports on M&E findings and prepare presentations based on M&E data as required
  • Data base management
  • Coordinate M&E activities with project partners
  • Provide feedback to the Project Managers on project strategies and activities
  • Identify areas where technical support to project partners is required
  • Organize refresher training on M&E for partners and team colleagues as required
  • Assist program staff with PR
  • Perform other duties as assigned

These responsibilities, among others, are to be performed in parallel for both SI Jobs projects in Ethiopia.

Required qualifications, professional experience and additional competencies

 Qualifications

  • First level university degree in Business administration, statistics, demographics, public policy, international development, economics, or related field.

 Professional experience

  • Minimum of five (5) years of professional experience in the design and implementation of M&E (preferable in development projects implemented by national/international NGOs/donor organizations, Government).
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Experience in designing tools and strategies for data collection, analysis and production of reports Sound experience in quantitative methods especially data collection, management and analysis
  • Proven ICT skills and Expertise in analysing data using statistical software.

 Other knowledge and additional competencies

  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or other database programmes).
  • Very good knowledge of programme implementation, monitoring and evaluation techniques and practices.
  • Demonstrated ability to liaise and negotiate with government and social partners.
  • Experience of project management and research experience in an area related to the project’s/programme’s requirements is desirable.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability (Functional Competencies).
  • Plans, coordinates and organises workload while remaining aware of changing priorities and competing deadlines.
  • Organises and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships.
  • Excellent written and spoken command of English.
