Job Description


Responsibilities

The Administration and Finance Officer will be responsible for discharging the all following administration and finance functions for the implementation of the projects /programme in the work area:

  1. Oversee the overall financial and administrative management of the Projects/programme in the branch office.
  2. Follow up on the activities and monitor project work advances, disbursement, verify availability of funds for programme activities and recommend for changes in budget line if needed.  Draft budget for budget revision; Prepare cash flow projections;
  3. Provide support to prepare annual and quarterly work plans and budgets in consultation with Branch Manager and Programme Staff;
  4. Prepare monthly  budget utilization  report for tracking the delivery of the programme/services and financial reports;
  5. Oversee the contracts with implementing partners including governmental, non-governmental, and community-based organizations as well as with service providers for the programme (individuals and companies);
  6. Ensure the compliance of all the provisions of guidelines regarding personnel management, procurement, sub contract and financial management;
  7. Keep records on non-expendable equipment (NEE), conduct physical verification at least once a year and prepare annual physical verification report of NEE to be submitted to OSSHD’S Branch Manager;
  8. Manage all correspondence related to administration and finance;
  9. Provide technical assistance to implementing partners including government agencies, NGOs and CBOs in financial management;
  10. Oversee the usage and maintenance of all equipment including vehicles;
  11. Supervise other support staff (Secretary, Messengers, Drivers, Guards, etc., );

Job Requirement

Educational Level: BA/B.Sc/MA/M.Sc in Accounting and Finance, Business Management, and related fields of Study.

Work Experience: 8 yrs for first degree holders and 4 yrs for MA/MSc. In NGO.

Skills and Competences

  • IPSAS
  • Peach tree accounting
  • Competence in MS Office
  • Excellent interpersonal skills – builds good relationships with internal and external stakeholders;
  • Good command of verbal and written communication skills in English and Amharic and the local languages:
