Job Description

OBJECTIVE OF THE PROGRAMME:

The objective of the EPI Programme is to provide technical assistance to the government in building capacity for routine immunization activities and surveillance for vaccine preventable diseases, aiming to increase access for safe immunization for all eligible age group, introduce new cost-effective vaccines, respond public health emergencies, expand vaccine preventable diseases surveillance, sustain polio free status and measles elimination.

DESCRIPTION OF DUTIES

Under the day to day guidance and supervision of the MCH/N and EPI Administration and Finance Officer and the overall supervision of the MCH/N EPI Cluster Coordinator in Ethiopia, the Admin/Finance Assistant will be responsible for providing first-hand assistance for management of financial and administrative transactions. Specifically, the incumbent will:

  1. Assists regional and national teams in ensuring compliance with organizational rules and procedures on all administrative and financial matters and transactions.
  2. Assists regional and national programs in the preparation of accurate requests including budget breakdowns, counter-signing and monitoring of utilization of WHO funds.
  3. processes DFC, and DI requests involving budget review, e-memo preparation, uploading in GSM, and FUP up until creation of PO, and transfer to beneficiaries bank a/c (applicable to DFC).
  4. With an interface to Central Finance, follow up timely liquidation of DFC, and DI POs. Secure technical reports, prepare FACE reports, and finally proceed with closure of the POs.
  5. Process Meeting, Training, Workshop participants, and also service providers payment requests. FUP payment transfers to the beneficiaries bank accounts.
  6. Process salary payments and make sure that all colleagues have received their salaries in good time. Address delayed salaries (if any) timely up until issues are resolved.
  7. Process settlements of supplier invoices that are arriving from LPT, and FUP timely settlements. Address delayed settlements of invoices (if any) timely up until issues are resolved.
  8. Raise TRs, FUP approval or otherwise, and inform travelers
  9. Monitors and assists submission of travel claims for SSA staffs.
  10. Provides coordinating support in preparation of meetings and workshops in terms of venue arrangement, and related logistical issues.
  11. Provides field level support, when need be, for meetings, workshops, and related events.
  12. Ensures that EPI are provided with required stationary materials.
  13. Performs any other related duties, including providing support to other areas of work, and the WHO country Office, as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education supplemented by professional training or certification in Admin/Accounting/Budgeting

Desirable: First University Degree in Accounting, Finance, Business Administration or related fields.

Experience

EssentialAt least eight (8) years of progressively responsible experience in administration and/or accounting, budgeting and finance functions in UN or other international organizations.

Desirable: Practical experience relevant to the position. Relevant work experience in WHO or any other UN Agency or international Organization is an asset.

REMUNERATION

The remuneration for the above position comprises an annual base salary starting at 18,881.00 (Payable in the local currency) (subject to mandatory deductions for pension contributions and health insurance, as applicable), and 30 days of annual leave.
