Job Description

The Opportunity

The SRHR Officer is responsible for designing, and implementing all emergency and recovery Health related activities at the local level using participatory and community-based approaches. S/he is also responsible to provide surge technical support and guidance at the local level to Wereda health office experts and other staff working in the area of MHPSS and SRHR areas. S/he is also responsible for compiling progress reports, documentation, and sharing best practices and lessons learned in health and health-related areas

ACCOUNTABILITIES

Provide quality mental health and appropriate psychosocial Sexual Reproductive Health and Rights services (60%)

  • Participate in elaborating key messages and adapting them according to the context and the target population
  • · Be able to describe SRH and MHPSS services and objectives in a clear, understandable, and culturally adapted manner
  • · Actively promote gender transformative approach to SRHR and MHPS as well.
  • · Responsible for project design, project implementation, and monitoring while ensuring quality project delivery of overall mental health & psychosocial and reproductive health rights.
  • · Given that a significant and increasing amount of the work is done through community mobilization, a key aspect of the role is nurturing, developing, and facilitating the achievement.
  • · Ensure technical soundness, appropriateness, and general quality in project design and planning, and implementation.
  • · Ensure the mainstreaming of CP, Disability, and inclusion in the project implementation.
  • · Ensure gender equality and the rights of girls.
  • · Provide timely delivery of MHPSS and SRHR components in project implementation.
  • · Involved in the project planning, implementation, monitoring, and evaluation
  • · Prepare and develop in consultation with appropriate stakeholders annual work plans and project plans.
  • · Ensure M&E and learning in close collaboration with the M&E team.
  • · Ensure quality and timely reporting and documenting of project activities including preparation of monthly and quarterly project progress reports;

Project Management, Implementation, reporting, and Evaluation (30%)

  • · Work closely with PC- Health and Nutrition and project manager to ensure that the implementation of relevant activities is planned and implemented in a phased and prioritized manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental.
  • · Design and develop appropriate surveillance, monitoring, and evaluation systems for MHPSS and SRHR service of provision.
  • · Closely work with other projects CEiP and FSL team to achieve the project goal.
  • · Evaluate the implementation of the MHPSS and SRHR activities and draft recommendations for improved program design
  • · Submitting reports to the respective supervisor as per the agreed timeline.

Information and Co-ordination (10%)

  • · Provide regular updates to PC- Health & Nutrition, priorities, and constraints – verbally and in writing on an agreed frequency.
  • · Represent PLAN to governmental and non-governmental groups as needed and agreed with the line supervisor.
  • · Brief updates and reports on sectoral activities/strategies to donors and other stakeholders when needed.
  • Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
  • · Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • · Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • · Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • · Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

KEY RELATIONSHIPS

The post holder is expected to establish effective communication and close working relationships with project team (Project Coordinator, all officers, Health and Nutrition Supervisor) and program beneficiaries, local government sector offices, Other NGO’s, UN agencies, bilateral, and other principle stakeholders. In relation to this, working contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact.

TECHNICAL EXPERTISE, SKILLS, AND KNOWLEDGE

Essential

  • · Health/psychological BSC degree and other relevant fields of study
  • · Minimum over 3 years relevant experience and with this at least 1year relevant experience in an international NGO or similar organization Knowledge of policy and practice in the field of emergency nutrition intervention, MHPSS, IYCF, and health.
  • · Experience in developing and monitoring the performance of the project including budget management
  • · Computer literate in word processing and Excel packages.
  • · An understanding of child rights and their protection and fulfilment in the development context.
  • · Excellent verbal and written communication skills; both in English & Amharic

Desirable

  • · Experience on pastoral community in particular in emergency project is an advantageous.
