Background

Background and Purpose of the Position

The Government of Ethiopia, with support from the World Bank, is implementing the Health Emergency Preparedness, Response and Resilience (HEPRR) Multiphase Programmatic Approach to strengthen health system resilience and multisectoral preparedness and response to health emergencies. Client is supporting the Ministry of Health and its implementing entities through technical assistance aimed at strengthening project implementation, coordination, monitoring and reporting. As part of this support, M&E Specialists will be deployed to the Ministry of Health/Strategic Affairs and the Ethiopian Public Health Institute (EPHI) to strengthen monitoring, evaluation and data management functions of the project.

The purpose of the M&E Specialist position is to ensure systematic monitoring of project implementation, performance indicators and progress toward expected results and the Project Development Objectives. The Specialist will support the collection, analysis, validation and reporting of project data; strengthen the use of HMIS, DHIS2 and other project-related digital platforms; facilitate preparation of high-quality monitoring and performance reports; and strengthen the M&E capacity of implementing entities. The position will work closely with the Ministry of Health, regions, agencies and other project stakeholders to promote timely, accurate and evidence-based monitoring and reporting for effective project management and decision-making.

Justification

Dedicated M&E technical assistance is required to support systematic monitoring of project implementation, strengthen data management and reporting, track results and performance indicators, improve the use of digital information systems, and build the capacity of implementing entities. This time-bound support will help MoH and EPHI meet Government of Ethiopia and World Bank monitoring and reporting requirements and produce the specified project outputs.

Objectives Purpose and Expected Results

The M&E Specialist will ensure systematic monitoring of project implementation, performance indicators and progress toward expected results and the Project Development Objectives. The assignment will strengthen the collection, analysis, validation and reporting of project data; the use of HMIS, DHIS2 and other project-related digital platforms; preparation of high-quality monitoring and performance reports; and the M&E capacity of national and regional implementing entities.

Description of the Assignment

The M&E Specialists will provide technical assistance to the Ministry of Health/Strategic Affairs and EPHI to strengthen monitoring, evaluation, data management, performance analysis and reporting for the HEPRR project. They will work with the Ministry of Health, Regional Health Bureaus, agencies and other implementing entities to ensure timely, accurate and evidence-based project monitoring and decision-making.

Specific Tasks

• Coordinate and support the overall monitoring and evaluation of the HEPRR project, working closely with the Ministry of Health, EPHI, Regional Health Bureaus and other implementing entities.
• Monitor project performance against agreed indicators, milestones and targets, including progress toward the Project Development Objectives (PDOs) and intermediate results indicators.
• Collect, compile, validate and analyze project performance data from implementing entities and ensure the completeness, consistency and quality of reported information.
• Support project data management and reporting through HMIS, DHIS2 and other project-related digital platforms, ensuring that relevant project information is systematically captured and maintained.
• Generate descriptive statistics and undertake appropriate statistical analyses to assess project implementation progress and performance.
• Prepare and contribute to periodic project monitoring and performance reports, ensuring that reports are accurate, timely and of high quality.
• Support monitoring of woreda-based plans and project activities, including tracking implementation progress and achievement of planned results.
• Strengthen M&E and data-management capacity at national and regional levels through technical assistance, training, mentoring and other capacity-building activities.
• Provide technical guidance to implementing entities on M&E and reporting, including improving data collection, analysis, interpretation and use for decision-making.
• Work with project teams and relevant stakeholders to identify implementation and performance gaps and provide evidence to inform corrective actions and project management decisions.
• Facilitate coordination and information sharing among MoH, regions, agencies and project partners on monitoring, evaluation, data management and reporting matters.
• Support the development and implementation of project activities from an M&E perspective, ensuring appropriate mechanisms are in place to track progress and results.
• Ensure M&E activities are undertaken in accordance with applicable Government regulations and World Bank guidelines and procedures.
• Undertake other M&E, data-management and reporting responsibilities required to support effective implementation of the HEPRR project.
