Job Description


LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem, Hawassa and Bahir Dar. We are looking to recruit a qualified candidate on behalf of our client.

Background

Background and Purpose of the Position

The Government of Ethiopia, with financial support from the World Bank, is implementing the Health Emergency Preparedness, Response and Resilience (HEPRR) Project to strengthen health system resilience and preparedness and response capacities in Ethiopia and the Eastern and Southern Africa region. The Ministry of Health (MoH) leads implementation of the project in collaboration with key implementing institutions, including the Ethiopian Public Health Institute (EPHI), the Ethiopian Food and Drug Authority (EFDA) and Regional Health Bureaus. Effective implementation of the project requires timely, transparent and technically sound procurement of medical equipment, goods, works, non-consulting services and consultancy services in accordance with applicable World Bank procurement requirements and project documentation. The HEPRR technical assistance therefore includes Procurement Specialist-Biomedical Engineers assigned to MoH/PMED and EPHI to strengthen procurement and technical capacity.

The purpose of the Procurement Specialist-Biomedical Engineer position is to provide specialized procurement and biomedical engineering expertise to support the planning, technical specification, evaluation, procurement, contract management and follow-up of medical equipment and other project requirements. Working closely with the Finance and Procurement Directorate, Procurement Case Team and project beneficiaries, the Specialist will help ensure that goods, equipment and services are procured efficiently, competitively and in compliance with World Bank guidelines and procedures. The position will also contribute to strengthening procurement capacity, ensuring the technical suitability and quality of procured medical equipment, supporting contract implementation, and promoting efficient and accountable use of HEPRR project resources.

Justification

The HEPRR project requires dedicated technical assistance that combines specialized procurement expertise with biomedical engineering knowledge. This time-bound support will strengthen procurement planning, technical specifications, bid and proposal evaluation, contract administration, equipment acceptance and lifecycle management, documentation, reporting and compliance with applicable Government and World Bank requirements.

Objectives Purpose and Expected Results

The assignment will strengthen the planning, procurement, deployment, maintenance and management of medical equipment and supplies under HEPRR. It will help ensure efficient and competitive procurement; technically appropriate equipment and services; compliant procurement documentation and contract administration; strengthened institutional capacity; and accountable use of project resources.

Description of the Assignment

The Procurement Specialist will work closely with the MoH Procurement Office and the Project Team to support procurement activities and improve the efficiency and quality of work in accordance with World Bank guidelines and procedures. The Specialist will support the overall acquisition, deployment, maintenance, repair and management of medical equipment and supplies.

Specific Tasks

  • Participate in overall project planning and contribute to the development of the draft Procurement Plan, establishing feasible implementation timelines for each procurement method.
  • Conduct comprehensive needs assessments to assist in selecting appropriate health technologies and medical devices tailored to project goals.
  • Prepare clear and appropriate technical specifications and data requirements in close collaboration with project beneficiaries and the MoH/PMED team.
  • Support the development of strategic project documents, agreements and Memoranda of Understanding related to medical device procurement and management.
  • Prepare General Procurement Notices and Specific Procurement Notices for publication in the International Development Business and local media.
  • Prepare bidding documents, Requests for Proposals and Expressions of Interest consistent with World Bank Standard Bidding Documents.
  • Draft, publish and float invitations for bids for goods, non-consulting services and works, and requests for Expressions of Interest for consultancy services.
  • Establish and maintain registers of qualified consultants and suppliers.
  • Assess consultant qualifications and establish shortlists in accordance with World Bank guidelines and manuals.
  • Coordinate and assist with bid-opening operations, ensuring accurate recording and preparation of Bid Opening Minutes.
  • Evaluate technical and financial bids and proposals for goods, equipment and consulting services in accordance with established guidelines.
  • Prepare draft contracts for signature, secure required securities, and receive and log bidder or consultant complaints.
  • Monitor contract execution and ensure timely receipt of goods, works and consultant reports.
  • Support port clearance, customs processes and verification of medical equipment upon delivery.
  • Supervise and track the distribution and delivery of medical equipment to designated healthcare facilities according to distribution plans.
  • Oversee site installation, operationalization, maintenance, repair and commissioning of medical equipment.
  • Design, execute and deliver capacity-building training modules for healthcare providers and technical staff on medical equipment selection, user-level operation and maintenance.
  • Support system-strengthening efforts for MoH, RHBs and lower-level health-facility staff to enhance long-term device lifecycle management under HEPRR.
  • Act as a technical liaison between MoH/EPHI, the World Bank and implementing partners to align routine project execution.
  • Participate actively in technical working groups, task forces, national and regional forums, strategic meetings and workshops.
  • Maintain accurate, systematic records and audit trails of all procurement activities, including purchase registers, deliveries and completions, for Bank prior and post reviews and audits.
  • Generate and submit periodic progress reports to relevant stakeholders and project leadership.
  • Execute additional relevant duties assigned by the immediate supervisor or required by related government projects.

  • Updated Procurement Plan – Procurement plans prepared and regularly updated, reflecting procurement methods, timelines and implementation requirements
  • Complete Procurement Documents – Bidding documents, EOIs, RFPs, GPNs, SPNs and invitations for bids prepared and processed in accordance with applicable World Bank requirements.
  • Technical Specifications for Biomedical Equipment and Other Goods – Clear and appropriate technical specifications developed with project beneficiaries.
  • Bid and Proposal Evaluation Reports – Technical and financial evaluations completed and appropriately documented.
  • Consultant Shortlisting and Selection Documentation – Registers, qualification assessments, shortlists and related selection documentation prepared and maintained.
  • Bid Opening Records and Minutes – Bid-opening processes appropriately documented with complete and accurate minutes.
  • Contract Documentation and Contract Administration Records – Contracts prepared, securities received and implementation systematically monitored
  • Biomedical Equipment Quality and Acceptance Reports – Delivered equipment assessed, non-compliance identified and corrective or replacement actions followed up.
  • Contract Performance Monitoring Reports – Milestones, deliverables, invoices, delivery schedules and contractual obligations monitored and documented.
  • World Bank Procurement Correspondence and No-Objection Documentation – Required correspondence prepared and No-Objections documented where applicable.
  • Procurement Complaint Management Records – Complaints, responses and follow-up actions appropriately recorded and processed.
  • Complete Procurement Records and Filing System – Procurement documents, registers, delivery and completion records maintained for reviews and audits.
  • Audit and Procurement Review Support Documentation – Required records provided for statutory, internal, World Bank and donor audits and reviews.
  • Contractual Issue and Dispute Resolution Documentation – Technical advice and documentation provided to resolve contractual issues and disputes.
  • Monthly Progress Reports – Reports documenting activities, achievements, pending actions, challenges and progress against assigned deliverables

Project Management

  • The Procurement Specialist-Biomedical Engineer will report to MoH/PMED and the Strategic Affairs Office of EPHI. The Specialist will work closely with the MoH Procurement Office, Finance and Procurement Directorate, Procurement Case Team, Project Team and project beneficiaries, with Client providing contract oversight through the institutional third-party HR service arrangement.

General Conditions Procedures and Logistics

Payment Modality and Schedule

  • The salary will be paid on a monthly basis by LonAdd upon successful completion of the monthly deliverable.

Policy Conditions

  • The HR firm will manage all administrative issues and aspects based on HR policies and procedures.
  • All remuneration must be within the contract agreement through the HR firm.
  • No contract may commence unless the contract is signed by both the HR firm and the consultant.
  • Consultants will not have supervisory responsibilities or authority over the Client budget.
About You

Required Qualifications and Competencies

Requirement Details
Education BA in Supply Management and Bachelor of Science degree in Biomedical Engineering, enabling the incumbent to perform the specified duties; and a Master’s degree in Biomedical Engineering or Logistics and Supply Chain Management.
Experience At least 10 years of professional working experience for graduate degree holders or 8 years for postgraduate degree holders, preferably in internationally financed development programmes or with World Bank guidelines and procedures. Excellent knowledge of medical device and supplies management, including specification development, training-material development, procurement, installation and commissioning of oxygen equipment, ICU, imaging, laboratory and cold-chain devices. Familiarity with Government organizations, World Bank-supported procurement, the Ethiopian health system and newly designed business processes. Strong interaction, teamwork, organization and communication skills; excellent computer skills; fluency in English; and readiness to manage peak workloads, tight deadlines and frequent travel when required.
Technology Skills Proficiency in Microsoft Office applications and statistical software.
Language Requirements Good command of English, both spoken and written, including the ability to express complex ideas and write clear reports.
