Job Description

Position Overview / Scope of the Role

The Chief Public Relations & Communications Officer (CPRCO) holds full executive accountability for owning, protecting, and executing the public narrative of OVID Holding across all platforms, stakeholders, and project lifecycles.

This is not an advisory, ceremonial, or spokesperson-only role.
It is a hands-on, execution-led leadership position responsible for ensuring that OVID’s operational reality, scale, speed, and impact are continuously visible, understood, and respected by the public, media, institutions, and partners.

The role embeds Public Relations directly into the full project lifecycle — before, during, and after execution — ensuring uninterrupted visibility, narrative control, and reputational strength across 2026 and beyond.

The CPRCO is responsible for eliminating perception gaps between execution and visibility and for building a disciplined, professional, national-scale PR engine that reflects OVID Holding’s true execution capacity.

Strategic Mandate

The CPRCO is mandated to:

• Transition OVID from event-based and reactive PR into continuous, execution-based PR
• Ensure OVID Holding controls its narrative, not external actors or third parties
• Translate complex, large-scale operations into clear, credible public proof
• Eliminate silence periods between project milestones and major achievements
• Institutionalize PR as a core execution function, not a support activity

Top Roles and Responsibilities

PR & Strategic Communications Leadership
• Own and execute OVID Holding’s overall PR and communications strategy.
• Act as the single point of accountability for all external narratives and public messaging.
• Establish PR governance, execution standards, approval protocols, and discipline across the Holding.
• Advise senior leadership on reputational positioning, public perception risks, and communication strategy.

Project Lifecycle PR Execution (Core Accountability)
• Embed PR execution into every active project lifecycle:
– Pre-inauguration (primary focus)
– Inauguration and public milestones
– Post-completion and operational proof
• Ensure every active site functions as a continuous source of verified content and public proof.
• Design project-based PR rollout plans aligned with execution timelines.
• Prevent visibility gaps between mobilization, construction, completion, and operation.

Narrative Architecture & Content Control
• Define and maintain OVID Holding’s narrative architecture centered on:
– Activity
– Capacity
– Scale
– Speed
– Impact
• Oversee development of high-authority content including:
– Site-based visual documentation
– Situation-room and execution updates
– Leadership visibility and credibility content
• Ensure accuracy, consistency, professionalism, and narrative authority across all channels.

Media Strategy & National Engagement
• Design and execute a hybrid media strategy combining:
– OVID-owned channels
– National and mainstream media platforms
• Build and manage senior relationships with:
– Media executives
– Editors and senior journalists
– Influencers and opinion leaders
• Ensure OVID creates the story while media amplifies it, not the reverse.

Crisis Prevention & Reputation Protection
• Establish early-warning systems for reputational, narrative, and perception risks.
• Respond decisively and professionally to misinformation, distortion, or narrative threats.
• Prepare leadership for sensitive public engagements and high-risk communication scenarios.
• Maintain credibility, authority, and composure under public pressure.

PR Team, Vendor & Consultant Leadership
• Build and lead a high-performance internal PR and communications team.
• Select, manage, and evaluate external consultants, agencies, and vendors.
• Enforce execution accountability — consultants deliver outcomes, not presentations.
• Maintain strict cost discipline while achieving high visibility and impact.

Executive & CEO Interface
• Work directly with the CEO and senior leadership on narrative alignment.
• Translate leadership intent and execution priorities into public-facing communication.
• Support CEO visibility and positioning when required.
• Operate independently with minimal supervision while maintaining alignment with leadership direction.

Key Deliverables & Accountability

The CPRCO will be directly accountable for:

• Continuous PR execution calendar across the Holding
• Project-based PR and visibility rollout plans
• Media engagement strategy and measurable outcomes
• Monthly visibility, perception, and narrative control reports
• Successful PR execution around major inaugurations and milestones
• Clear evidence of improved narrative control and public understanding

About You

• Proven experience managing communications for:
– Large organizations

– National or multi-stakeholder initiatives
