Job Description


We are seeking to appoint a full-time a full-time Project Manager to be based in Harar, to support the research programs of Hararghe Health Research (HHR) https://www.hararghe.org/newwebsite HHR is a collaboration between Haramaya University and the London School of Hygiene & Tropical Medicine. The post-holder will be responsible for coordination, assisting and facilitating finance, logistics, human resources, procurement and other project activities of HHR.

Haramaya University is one of the oldest Universities in Ethiopia, with its first intake in 1954. It is about 17km from the city of Harar, 40km from Dire Dawa (where there is a regional airport), and 510km East of Addis Ababa. The College of Health and Medical Sciences is based on a campus in Harar town to facilitate training of students in nearby hospitals. This campus also hosts the office of the two Health and Demographic Surveillance Systems (HDSS).

Principal Duties and Responsibilities

The post-holder will base full-time at Health and Medical Science Collage of Haramaya university in Harar, Eastern Ethiopia. He/she will be expected to: assist in recruiting and managing administrative staff, maintaining accounts, procuring equipment, coordinating meetings, preparing reports and minutes, and work with the international and local team.

Key Responsibilities

  1. Coordinate the overall HHR Finance, HR, procurement, logistics, fleet management and administrative matters.
  2. Prepares and submits quarterly financial reports and cash remittance requests are to and from LSHTM and other stakeholders.
  3. Participate on project proposal writing representing project management and operations unit.
  4. Prepares annual budget, review budget usage, support PIs on budget preparation and facilitate all related activities.
  5. Facilitate and assist procurement locally and internationally and review HHR procurement and inventory management SOP.
  6. Manage new and efficient staff recruitment, implement staff retaining mechanisms, and assist the overall HRM.
  7. Follow cash balance and ensure sufficient cash balance availability in HHR bank account.
  8. Guide and direct project team members to ensure compliance with set standards, procedures, and guidelines.
  9. Ensure availability of financial, material and human resources required to complete a project successfully.
  10. Ensuring proper financial management of the project.
  11. Provide technical input to Finance and Administrative personnel in budget preparation, grant/contract and procurement actions during project proposal writing when needed.
  12. Oversee recruiting, interviewing and hiring of local office staff and consultants as needed.
  13. Supervise local staff and consultants, provide developmental opportunities for project management and operations unit staff, evaluate performance and provide feedback.
  14. Lead operation and management team in all sites of HHR.
  15. Responsible for overseeing the development and execution of project deliverables, lead project planning, budgeting, action plans and monitoring processes.
  16. Communicate and liaise with the teams in Ethiopia and stakeholders abroad, as well as national and international collaborators.

About You
  • Master of Business Administration/ Public Administration/ Project Management with Minimum of 2 years work experience in supervisory and managerial level.
  • BA degree of Business Administration/ Project Management/ Management and 6 years of work experience and 4 years in supervisory and managerial level.
  • Excellent oral and written communications skills in English
  • Good computer skill ,Good internet use skill

Desirable requirements

  • Management experience (in supervision, training, planning).
  • Accounting or budget management experience.
  • Experience in administrative work in higher education, research or NGOs.
  • Oral and written communication skills in Amharic and Afan-Oromo languages.
  • Ability to collaborate with people, processes, and systems.
