Job Description


The Child Rights Watch (CRW) is committed to promoting gender equality and addressing gender-based violence (GBV) through prevention and response programs. Operating in Kelafo and Jijiga, CRW works closely with government agencies, civil society organizations, and humanitarian partners to support survivors, strengthen protection systems, and advocate for policy reforms.

Purpose of the Position

The GBV Program Manager will lead the design, implementation, coordination, and monitoring of GBV prevention and response interventions in Kelafo and Jijiga. The position requires strong technical expertise in GBV programming, stakeholder engagement, and capacity-building to ensure a comprehensive, survivor-centered approach aligned with international standards. Reporting to the Executive Director, the GBV Program Manager will oversee program activities, ensure high-quality service delivery, and contribute to advocacy efforts.

Key Responsibilities

Program Management and Implementation

  • Lead the planning, implementation, and monitoring of GBV programs, ensuring quality, effectiveness, and alignment with CRW’s strategy and donor requirements.
  • Oversee the development of GBV prevention and response interventions, including case management, psychosocial support, legal aid, and referral mechanisms.
  • Ensure the integration of GBV risk mitigation measures across other sectors, including health, education, and economic empowerment programs.
  • Develop and manage work plans, budgets, and procurement plans for GBV programs.
  • Provide regular updates to the Executive Director on program progress, challenges, and opportunities for scaling impact.

Technical Support and Capacity Building

  • Provide technical guidance to staff, partners, and government stakeholders on GBV prevention and response.
  • Develop and facilitate training sessions on GBV core concepts, survivor-centered approaches, case management, and protection principles.
  • Strengthen coordination mechanisms and capacity within local institutions, including social services, law enforcement, and community networks.

Coordination and Partnerships

  • Represent CRW in GBV coordination meetings, including GBV sub-clusters, inter-agency working groups, and donor briefings.
  • Build and maintain strategic partnerships with government agencies, UN bodies, NGOs, and community-based organizations to enhance GBV programming.
  • Work closely with other sectors (health, education, legal, economic empowerment) to promote a multi-sectoral response to GBV.

Monitoring, Evaluation, and Reporting

  • Develop and implement monitoring and evaluation frameworks to assess program effectiveness and impact.
  • Ensure timely and high-quality reporting to donors, government agencies, and internal stakeholders, including the Executive Director.
  • Conduct regular assessments, case studies, and lessons-learned reviews to inform program improvements.

Advocacy and Policy Engagement

  • Contribute to national and regional advocacy efforts on GBV prevention, response, and policy reform.
  • Support the development of guidelines, policies, and tools to enhance GBV programming at different levels.
  • Engage with media and communication teams to raise awareness about GBV issues while ensuring ethical and survivor-sensitive messaging.

About You

Required Qualifications and Experience

  • Advanced degree in Gender Studies, Social Work, Law, Public Health, International Development, or a related field.
  • Minimum of 4 years of experience in GBV programming, including project management, technical support, and coordination.
  • Strong knowledge of international GBV frameworks, including the IASC GBV Guidelines, CEDAW, and the Global GBV AoR guidelines.
  • Experience working in humanitarian and development settings, with a strong understanding of conflict-sensitive and survivor-centered approaches.
  • Proven ability to engage with government stakeholders, donors, and civil society actors.
  • Strong analytical, communication, and writing skills.
  • Experience in budgeting, grant management, and donor reporting is an asset.

Language and Other Requirements

  • Fluency in Somali and English is required; knowledge of Amharic is an asset.
  • Ability to work under pressure in complex and challenging environments.
  • Willingness to travel between Kelafo and Jijiga, as well as to other field locations as needed.
